The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties

Lead and support briefings to senior IC officials and other major stakeholders' collaboration progress, issues and challenges. Evaluate and determine the state of partnerships by assessment of the quality of partnerships and ensure impactful outreach is conducted on high-priority topics. Oversee and implement the development, application, and communication of policies, guidelines, and procedures that support information sharing with partners (foreign, military, private sector, etc.) and provide a framework for managing the relationships between partners. Initiate, establish, foster, and effectively participate in unilateral and multilateral intelligence sharing arrangements with joint analytic units and foreign partners, as directed by the AD/GDP. Lead a professional level staff, evaluate performance, develop strategies, collaborate, oversee goal setting, and provide feedback and guidance regarding personal and professional development. Lead, develop, and sustain partnerships with both internal and external customers and stakeholders, providing tailored analytic support, as needed. Leverage relationships with partners to improve information sharing and deliver enhanced analytic insights. Lead complex issues effectively, and appropriately empower your subordinate managers to make decisions and take action. Work with division chiefs to set and implement a vision. Oversee and provide expert guidance and leadership to Directorate in all aspects of NCTC's Center-wide global partnership efforts. Assist the AD/DGP and DAD/DGP in overseeing the management and direction of Center global partnership staff and business operations, execute budget, personnel, and policy decisions to support the Center's partnership activities. Engage in and facilitate intelligence integration and effective coordination between the organization, U.S. Government agencies, and other partners, and in so doing improve leadership support, unit performance, and staff procedures. Establish and enhance collaborative working relationships with stakeholders across the IC and broader USG to modernize NCTC's partner engagement and facilitate a corporate approach to USG partnerships. Collaborate with senior officials to ensure NCTC's strategic alignment with the mission, goals, and objectives with the DNI. Represent DGP in numerous ODNI and IC fora, as well as with the National Security Council and Congress when necessary. Promote a "One IC" culture that values diversity across organizational boundaries to accomplish a common mission. Lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity.

Requirements

Qualifications

Expert knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development. Superior ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions. Superior leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals. Superior ability to design and implement integration strategies for IC initiatives and programs, including the superior ability to manage human, financial, and information resources. Superior analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives. Superior ability to manage strategic and tactical level topics and develop innovative recommendations and solutions for improvement. Superior interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment. Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise. Must have at least five years' experience leading strategic planning, managing, and directing the successful efforts of a government or private organization.
