The Administrative Officer (AO) position is located in the Department of Veterans Affairs (VA), Veterans Health Administration, Nursing Mental Health Department, Nursing Services, Phoenix VA Medical Center. The position is responsible for the coordination and monitoring of Nursing Mental Health administrative programs. The AO applies analytical and evaluative skills, specialized principles and practices of management to advise, collaborate, and carry out assigned responsibilities of the position
Duties
The Administrative Officer is an essential position for the Nursing Ambulatory Care. The Administrative Officer performs administrative functions, analytical skills, and clerical duties, in the performance of the position's duties. The major duties and responsibilities include but are not limited to:
Creates presentations, briefings, reports, and correspondence.
Prepares and assemble charts, data, reports, and narrative and statistical materials provided for on-going organizational planning.
Conducts interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures; deliver briefings to managers on study findings and recommendations.
Collects relevant information from a variety of sources to create reports, solve problems, and ensure policy compliance.
Coordinates the administrative aspects of office moves, office construction, and other facility improvements.
Assists in analyzing program, budgetary, and fiscal data.
Participates in developing short- and long-range goals and in providing guidance for the organization's quality assurance plan.
Resolves conventional organizational problems and situations.
Provides advice and guidance to managers and employees on questions and situations related to the administrative services provided.
Performs property management tasks.
Conducts periodic surveys of equipment and property use, recommending action to ensure economical and efficient use of equipment and other property.
Provides guidance on routine aspects of tasks to support the administration of established quality and productivity programs for the organization.
Work Schedule: Monday - Friday: 7:30 am - 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizes VISTA, VATAS, and CPRS to perform duties; performs supply and space allocation oversight; and exercises record management of all information relating to the service. (Please make sure that your experience is evident in your resume. Please make sure your resume contains hours worked per week, and beginning and ending month and year, for each work experience entry, or else your resume will be considered incomplete, and you will be considered "ineligible" for the position.)

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond only graduate education beyond the first year is creditable. (Transcripts required).
Preferred Experience: Knowledge and experience with contracting, budgeting, purchase card program, and recruitment.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required. The position requires the ability to prolonged computer usage, keyboard usage and typing/data entry, as well as likely extensive sedentary work at a computer workstation, or being seated during the workday. Additionally, moving throughout the facility is necessary to deliver office supplies and inventory department equipment.
Work Environment: The work involves moderate risk to potentially hazardous situations with exposure to environmental stress that requires a range of safety and other precautions to include interior work areas, and artificial lighting without window exposure, exposure to cleaning chemicals (inventory/training), working around general office equipment.
