DFC ranked a Best Places to Work in 2022. This position is part of the U.S. International Development Finance Corporation (DFC), Office of the Chief Executive (OCE). As the Deputy Executive Secretary you will provide administration and coordination of department projects and lead the management of all administrative areas within the department in conjunction with the Supervisory Executive Secretary.

Duties

Manages senior executive level correspondence (memoranda, reports, documentation, correspondence) to the Chief Executive Officer (CEO). Utilizes knowledge of CEO priorities to ensures that the CEO receives high-quality briefing materials for every meeting, event, or conference they attend. Ensures that paper that reaches the CEO's desk follows an established clearance process and executes the necessary duties therein. Identifies the appropriate DFC personnel within the departments to tasks paper requests; via direct communication or internal digital platforms, tasks to DFC staff for action. Stays informed on agency activities (VP meeting, team meetings) and CEO priorities to ensure all relevant inputs are received. Maintains a record of the tasks and coordinates timely responses; informs originating staff of updates that impact the paper flow process (scheduling changes, topic shifts, etc.). Provides read outs to staff to ensure knowledge is disseminated across the agency; shares feedback on paper flow to improve process. In conjunction with DFC records management staff, assures that executive level correspondence upholds federal rules for records management, including proper rules for reporting, archiving, and maintaining records. Please Note: This is a Bargaining unit position represented by AFGE, local 1534.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-14 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes providing executive support to senior leaders to maintain their preparedness for high-level engagements or agency presentations and facilitating senior leaders decision-making by thoroughly preparing accurate and comprehensive written documents using appropriate grammar and punctuation; and using tact and diplomacy when communicating and interacting with high-level officials internal and external to an agency. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This announcement may be used to fill similar positions, if additional vacancies occur.
