This position is located in the Division of Administration, Human Resources Branch Benefits Center of the Federal Deposit Insurance Corporation and provides support in the areas of benefits and retirement counseling to FDIC employees agency-wide.

Duties
-Provides for the operational administration of all activities related to employee benefits for the serviced organizations. This includes administration of open seasons for health and life insurance enrollments and changes, processing of retirement applications, and providing guidance and counseling to employees. Serves as management's technical advisor regarding the full range of activities associated with the administration of the employee benefits program for the FDIC.-Counsels employees, retirees and their families regarding FDIC and Federal benefits programs to include health, life, vision and dental insurance; Federal retirement systems; the FDIC and Federal savings plans; Survivors benefits; flexible spending accounts; and other programs. Provides counseling with regard to particularly sensitive or complex benefits issues. Interprets existing policies and procedures in response to inquiries from employees throughout the Corporation.-Computes retirement annuity estimates, provides employees with information on coverage and required procedures. Reviews retirement documentation as necessary and resolves problems with the U.S. Office of Personnel Management (OPM).-Prepares appropriate correspondence consistent with applicable regulations, policies and procedures. Coordinates the full range of retirement actions including the most sensitive disability retirements.-Conducts formal training sessions, orientations and retirement seminars for employees concerning benefits programs and changes that occur. Conducts meetings, briefings and other oral presentations to senior management, supervisors, and employees concerning employee benefits administration.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 11 grade level or above in the Federal service. Specialized experience is experience providing technical expertise administering Federal employee benefits services and programs in at least 3 of the following: retirement, health and life insurance, vision, and/or dental insurance; survivors’ benefits; TSP or 401K savings plans, or Flexible Spending Accounts.
