This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Africa, Office of Development Planning, at the U.S. Agency for International Development (USAID).

Duties

Responsible for the Bureau for Africa?s outreach and communication activities and is a point of contact for field missions and the Legislative and Public Affairs (LPA) Bureau on outreach and communication matters. Designs and implements strategic communications to raise awareness of USAID?s work in Sub-Saharan Africa. Oversees the coordination of documents, including program documents, fact sheets, press releases, speeches, testimony and talking points covering various topics. Engages on all aspects of Sub-Saharan Africa programming to increase public understanding and support agency policy, programs, and activities. Handles queries from elected officials, other government agencies, community organizations and the public about Sub-Saharan Africa activities.

Qualifications

Specialized Experience: GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) overseeing the development and implementation of a complex communications plan on critical agency priorities, programs and initiatives; b) establishing and maintaining effective working relationships at multiple levels with key stakeholders, including national and international media representatives, to develop and disseminate coordinated messages; c) actively engaging, cultivating and managing opportunities to ensure positive stories and media placements related to these key agency or organization initiatives; d) experience leading and/or implementing agency and/or organization communications strategies in Sub-Saharan Africa. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements.
