The primary purpose of this position is to exercise technical and administrative shift supervision over subordinate workers in accomplishing fuels support functions. This is a working supervisor where supervisory duties are performed as regular and recurring part of the job and on a substantially full time and continuing basis.
Duties
Plans, organizes, and directs efforts to achieve organizational goals and customer needs. Serves as working supervisor who, on a regular and recurring basis, provides direct supervision for shift workers engaged in fuel handling activities.
Plans use of workers, equipment, facilities and materials on a daily or by project basis. Tracks and reports progress on work assignments and requests authority to adjust worker assignments and to use overtime, equipment and materials to meet schedules. Exercises supervisory personnel management responsibilities.
Maintains sound position management practice when determining types of numbers of positions to support the organizational mission. Reviews employee developmental needs and arranges for training (formal and on-the-job) to maintain and improve job performance.
Performs administrative responsibilities. Maintains work reports and records relating to the section such as progress, production, cost, personnel, equipment materials and time and attendance. Ensures fair and reasonable pricing of goods, processes and services; and, that resources are safeguarded.

Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work or the position without more than normal supervision.

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):
Knowledge of a wide range of principles, processes, and techniques of fuels operations functions and work of personnel supervised and personnel management policies, practices, and procedures.
Knowledge of safety regulations, practices and procedures.
Knowledge of the use and maintenance of fuels dispensing facilities, vehicles, equipment and precision measuring and/or test equipment common to fuels operations supervised.
Ability to read and interpret regulations, guidelines, checklists, diagrams, sketches, environmental, quality and technical specifications.
Ability to plan and organize work assignments to include determining resources required to accomplish the mission.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
