This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Financial Officer, The incumbent serves as a Financial Systems Accountant in the General Ledger section of the Accounting Division and performs tasks associated with each of the EOP components under the team's cognizance. Promotion to the next highest grade level is neither guaranteed nor implied.

Duties

As a Accountant (Systems), GS-0510-11, your typical work assignments may include the following: Develops, implements and maintains policies and procedures related to financial management system operations in accordance with guidance set forth in OMB and Treasury directives. Applies checks and balances to transactions and procedures to ensure data integrity, regulatory compliance, and appropriate management controls. Analyzes transactions in the automated accounting systems to identify solutions to errors, discrepancies and deficiencies. Utilizes automated accounting and financial systems. Utilizes computer applications to document system access logs, incidents and operations; manages financial system elements. Ensures General Ledger is maintained in accordance with the US Standard General Ledger accounting and financial management standards covering financial operations. Monitors daily operations of the accounting system including transaction inputs, updates, edits and corrections. Assists in training others on the financial management systems and applications.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for Accountant (Systems), 0510. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. -AND- TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-11 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-9 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1) Knowledge of automated accounting systems. 2) Using computers and statistical spreadsheets for the analysis of accounting data. 3) Understanding of Generally Accepted Accounting Principles (GAAP), Federal accounting concepts and standards, and federal financial management and reporting. 4) Preparing and presenting oral and written communications. -OR- 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. -OR- A combination of education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
