This position serves as the Supervisor for the Finance Section, Support Services Division, for the
Regional Office (RO).
Duties
The primary purpose of the work is to manage and direct the operations of the Finance Section, Accounting Unit and Operations Unit. Provides management and operating officials advice on all financial matters, and to prepare, present, and execute the RO budget.
Duties include, but are not limited to:
Administers a fiscal program that includes payments for general operating expenditures and benefit programs.
Serves as a subject matter expert on all aspects of fiscal and accounting activities.
Provides management and operating officials advice and assistance on all financial matters.
Formulates, presents, and executes the station's budget.
Advises station management on the availability of funds.
Maintains an integrated computerized accounting system using the principles of double entry, self-balancing set of books.
Establishes internal controls to assure that public funds are handled in accordance with applicable laws.
Analyzes financial records and controls to determine the degree of financial efficiency, economy, and effectiveness of the program.
Administers a program to ensure prompt and accurate payment of employee salaries, benefits, and awards.
Maintains compensation, pension, and education benefit payment records.
Supervises employees in Operations and Accounting
Determines training needs of staff.
Advises, counsels, and instructs subordinate employees on work and administrative matters.
Interviews and selects candidates for vacant positions.
Work Schedule: Monday - Friday 7:30 am to 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
Specialized Experience:
To qualify at the GS-12 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service.
Specialized experience is defined as experience in a multifaceted program of services, management programs, and budget/fiscal and administrative operations for a federal office. The experience should demonstrate the following:
Preparing administrative study findings, recommendations, plans and reports;
Providing advice on programs and procedures pertaining to the budget, and other finance program activities;
Presenting position papers and technical presentations to top management or the public involving finance program issues;
Conducting independent evaluations of finance functions;
Preparing and monitoring complex budgets and resolving financial management issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
