This position is located in the Deputy Under Secretary for Analysis (DUS/A), Analytic Advancement Division (AAD) within the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A). This position is centered on championing the work of the Homeland Enterprise Intelligence Support Team (HEIST) team to accomplish its mission of providing DHS and I&A Leadership, and the DHS Intelligence Enterprise with timely intelligence to inform DHS leadership and managers decision-making.

Duties

The Homeland Enterprise Intelligence Support Team (HEIST) provides a variety of services to I&A and DHS Headquarters Executive Leadership, their Staff, the DHS Intelligence Enterprise (IE), and the broader Intelligence Community (IC). The HEIST's mission consists of curating the daily intelligence briefings and analytic exchanges for the DHS Intelligence Enterprise, to actively and re-actively respond to the intelligence requests of senior executive customers in I&A and DHS, to socialize, provide, and promote I&A intelligence to our customers, to facilitate the integration and enhanced performance of I&A and its various offices with itself, their customers, and partners throughout the DHS Enterprise and Interagency, and with acting as a liaison and force multiplier for I&A's workforce and its integration in the National Security Enterprise. Requirements

  • Must be able to hold a TS/SCI Security Clearance.
  • Must be a U.S. Citizen.
  • Overtime may be required in response to a significant event.
  • Overnight Travel of 1-5 nights per month may be required.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.

Qualifications

Specialized Experience: To qualify, you must possess at least one year of specialized experience equivalent to the next lower grade level in the Federal service, or comparable experience not gained through Federal service, that has provided you with the knowledge, skills, and abilities to successfully perform the duties of the position. To qualify for the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-9 grade level, OR equivalent public or private sector experience. For this position, specialized experience is defined as: (1) Delivering briefings to senior level government stakeholders; applies analytical and evaluative techniques to the identification, consideration, and resolution of real or potential security threats to program operations; (2)Serving as a liaison to share and receive intelligence on Homeland threats with state, local, tribal, and territorial law enforcement officials, intelligence community; and/or(3) Coordinating with agency partners and shares relevant intelligence and threat information with internal and external stakeholders. OR Education: A Ph.D. or equivalent doctoral degree or three (3) academic years of progressively higher-level graduate education leading to such a degree; OR Combination of Education and Experience: A combination of successfully completed post-high school education and experience. To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 grade level, which is defined as: In addition to the requirements for the next lower grade level, with minimal to no supervision, (1) Developing and delivering briefings to senior level government stakeholders and executives; applies analytical and evaluative techniques to the identification, consideration, and resolution of real or potential security threats to program operations; (2)Serving as the primary liaison to share and receive intelligence on Homeland threats with state, local, tribal, and territorial law enforcement officials, intelligence community; and/or(3) Coordinating with agency partners and shares relevant intelligence and threat information with internal and external stakeholders. To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 grade level, which is defined as: In addition to the requirements for the next lower grade level, (1) Developing, defining and delivering briefings to senior level government stakeholders and executives; proficiently applies analytical and evaluative techniques to the identification, consideration, and resolution of real or potential security threats to program operations; (2)Serving as the primary liaison to share and receive intelligence on Homeland threats with state, local, tribal, and territorial law enforcement officials, intelligence community; and/or(3) initiative driven coordination with agency partners highlighting future production opportunities and shares relevant intelligence and threat information with internal and external stakeholders without supervision.
