About the Position: : This position is located in the Resource Management Division, Program and Budget Branch at Evans Army Community Hospital. The incumbent will serve as the point of contact for administrative and technical guidance, direction and provides training for all personnel using the Defense Travel System for Evans Army Community Hospital, Dugway Proving Ground, Pueblo Chemical Depot, and Tooele Army Depot.
Duties
Provides expert advice to program officials and Resource Managers, Budget Analysts, and other specialists on interpretation of travel, budget and financial regulations pertinent to program operations.
Interprets and adapts guidelines, analyzes results, and recommends revisions to or changes in the guidelines or applicable work procedures because of the problems encountered or complicated nature of assignments.
Develops and/or selects data monitoring and evaluation techniques, and prepares management reports.
Planning for and providing travel services in support of the Defense Travel System (DTS) and the issued Government Charge Card (GTC).
Analyzes and evaluates the functional aspects of the Defense Travel System, Government Travel Card, and Financial Management systems architecture and administration for the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Position requires a National Agency Check w/inquires (NACI).
- Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
- Incumbent must acquire Financial Management Certification: Certification Level 1 within 2 years of being hired.
- This position will required a signed statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes demonstrated experience providing administrative and technical guidance of the Defense Travel System (DTS), the Government Travel Card (GTC) Program, and travel policy and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Accounting. (Note: You must provide a copy of your transcripts).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must provide a copy of your transcripts).
