Duties

Serves as Chief of the Financial Management Division (FMD) for the Director of Community Activities (DCA), with responsibility for both appropriated fund (APF) and nonappropriated fund (NAF) Morale, Welfare, and Recreation Fund (IMWRF). Directing of Community Activities command operating budget, NAF annual budget, APF/NAF support budget, Capital Purchases and Minor Construction (CPMC) and major NAF/APF construction budgets, NAF procurement functions, and IMWRF Five Year Plan. Serves as the primary technical advisor to other division chiefs and other installation directorates on NAF fiscal management matters. Develops and monitors quality control procedures for all NAF operations, monitors both revenues and expenditures, inventory ceilings, cost of goods sold, labor, net income percentages, and personnel requirements. Conducts cost and economic analysis, efficiency studies, and organizational functional analysis. Executes administrative and personnel management responsibilities related to the accomplishment of the assigned mission.

1. Demonstrated ability to perform the duties and responsibilities described above using the theories, principles, practices and techniques of Generally Accepted Accounting Principles (GAAP). HIGHLY PREFERRED CRITERIA: Applicants who meet the highly preferred qualifications may be referred to management for first consideration. All qualifications must be reflected in the resume. 1.Work experience directing and/or managing a support program or similar civilian community activity 2. Knowledge and experience with MWR programs and related information systems 3. Knowledge and work experience with Non-Appropriated and Appropriated funding (ex: planning programming, budgeting and executing.) 4. Ability to assess internal controls and quality assurance programs5. Advanced written and oral communication skills
