You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT) in the Human Resources Office (HRO) of HDQTRS NDW.

Duties

You will provide classification consulting services and prepare and/or review position and job descriptions, write reports of findings, and prepare evaluations as required for internal activity use or in response to external requirements. You will develop standard operating procedures, job aids, and policies on position classification and position management. You will design and deliver training on classification and position management to supervisors and HR Specialists. You will evaluate position management in assigned organizations and provide assistance to supervisors on ways to improve structure, work distribution, and the use of employee skills. You will advise on and make determinations on a variety of classification issues including Fair Labor Standards Act and competitive level descriptions. You will conduct reviews of position information in data systems and make recommendations for corrective action. You will prepare and maintain organizational charts.

Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Executing recruitment, reassignment, and other personnel actions in accordance with federal laws, policies, rules, and regulations; 2) Reviewing and analyzing position descriptions utilizing federal classification standards; 3) Applying position management principles and techniques to provide management advisory services regarding organizational structures and career development; 4) Resolving problems, answering questions, and providing guidance on complex staffing and position classification problems utilizing human resources tools and systems. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Executing recruitment, reassignment and other personnel actions in accordance with federal laws, policies, rules and regulations; 2) Providing input on position descriptions utilizing federal classification standards; 3) Providing management advisory services regarding organizational structures and career development. Education

For the GS-11: Applicants that do not meet the specialized experience as described above may qualify with education or a combination of experience and education, as follows:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

Have a combination of experience and education as described above that equates to one year of experience.
