Duties

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications (MTQs) below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant. Specific Duties The Senior Advisor for Policy and Administration is located in the Bureau of Reclamation (Reclamation) at the Department of the Interior (Department) and reports to the Deputy Commissioner for Policy, Administration and Budget. The office is responsible for all administrative matters for Reclamation as well as oversees the development and coordination of Reclamation's programs, budget activities, and fiscal management; human resources, diversity, and equal employment opportunity programs as well as Federal Advisory Committees and regulatory affairs; and advice and guidance to the Commissioner. The incumbent carries out the following specific responsibilities: Serves as Senior Advisor for Policy and Administration and provides advice, counsel, analysis, and oversight regarding issues and policies regarding strategic initiatives and congressionally mandated programs. Serves as the principal management advisor to the Deputy Commissioner and provides direction and leadership on policy priorities, the formulation and execution of administrative service matters, audits, and special initiatives to include, but not limited to, Bipartisan Infrastructure Law (BIL), Inflation Reduction Act (IRA), and future infrastructure projects. Coordinates and oversees Reclamation's rural water projects providing drinking water to tribal communities across the 17 western states and work with regional senior-level leadership and external stakeholders to ensure costs and schedules are met and project achieve their respective goals. Advises on the feasibility of proposals from a public and administrative standpoint and ensures that programs and policies adhere to departmental goals, policies, and objectives. Provides insight and recommendations to the Deputy Commissioner regarding related program and policy decisions and develops long-range, objective policies, establishes priorities, and provides for systematic planning. Develops, coordinates, resolves, and implements a variety of special projects under the purview of the Office Policy, Administration and Budget. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required Mandatory Technical Qualification narrative statement(s) described above and listed below: Extensive experience in natural resources law and programs related to delivery of water and power. Ability to integrate the President's Management goals and priorities into Reclamation programs while balancing change and continuity, improving customer service, increasing program performance, and ensuring accountability to pertinent federal acts such as Endangered Species Act, Clean Water Act and National Environmental Policy Act. Knowledge of Reclamation mission support, and operational issues and projects across Reclamation's five regional offices. Ability to provide project management and administration of bureau-wide initiatives associated with water laws and policies, environmental compliance, information technology modernization and special initiatives to include the Bipartisan Infrastructure Law, Inflation Reduction Act, and future infrastructure projects.
