Duties
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications (MTQs) below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant.
Specific Duties
The Senior Advisor for Operations is located in the Bureau of Reclamation (Reclamation) at the Department of the Interior (Department) and reports to the Deputy Commissioner for Operations. The office is responsible for and participates in both a coordinator and directive capacity in all technical and operational functions and in management of all water and power activities of Reclamation with emphasis on technical resources, program execution, Washington Office Operations, and Regional activities.
The incumbent carries out the following specific responsibilities:
Serves as Senior Advisor for Operations providing advice, counsel, analysis, and oversight regarding issues and policies regarding operational efficiency, strategic initiatives and programs including regional activities as well as leads day-to-day operational activities which enable the Deputy Commissioner for Operations to concentrate on broader program issues associated with water, power, Indian Water Rights litigation, environmental compliance and complex operational problems.
Oversees operational programs and evaluates and assesses Reclamation's capability to achieve its legislative mandate, administrative objectives and priorities, and Department and Bureau program goals. Assignments and responsibilities directly and significantly impact the Commissioner's objectives, as well as Bureau-wide program activities.
Serves as the principal management advisor to the Deputy Commissioner for Operations and provides direction and leadership on water and power policy priorities, the formulation and execution of regional programs and issues, operation and maintenance of projects, engineering and technical services, hydropower, dam safety, asset management, research and development, aging infrastructure, Native American and International Affairs, and regional liaison programs.
Leads and manages initiatives addressing acute and severe water scarcity where water demands exceed water supplies including addressing beneficial uses; public health and safety needs, Tribal homeland rights; municipal, industrial, and irrigation functions and ecosystem stressors. Initiatives include those in the Colorado River, Klamath River, Sacramento River/Central Valley of California, Rio Grande, and Great basins among others.
Serves as the liaison to the Deputy Commissioner for Operations for Regional Directors within the Commissioner's office, to advise, consult, and coordinate regional issues and programs with Department officials, other federal agencies, and representatives for public interest groups while providing up-to-date, authoritative advice to the Commissioner on the status of programs.
Develops, coordinates, resolves, and implements a variety of special projects which are often highly sensitive and confidential. Facilitates resolution of complex problems through collaboration and coalition building.

Requirements

Expert background in natural resources law and programs related to delivery of water and power.
Ability to integrate the President's Management goals and priorities into Reclamation/Departmental programs while balancing change and continuity, improving customer service, increasing program performance, and ensuring accountability to pertinent federal acts such as Endangered Species Act, Clean Water Act and National Environmental Policy Act.
Ability to explain and advocate policies and programs, orally and in writing, in a convincing manner to senior officials and groups internally and externally, and to develop an expansive professional network with organizations such as Office of Management and Budget, Government Accountability Office, and Congress.
Knowledge of Reclamation mission, operational issues and projects across Reclamation's five regional offices.
Expert knowledge of complex congressional budget and appropriations requirements and processes in order to orchestrate preparation of project justifications, and defense of budget and personnel requests in order to successfully accomplish Reclamation's mission.
