This position is located in the Business Integration Division, Facilities Services Directorate, Washington Headquarters Services. The Business Integration Division is directly responsible for formulating, presenting and defending the programs and budgets of the Office of the Secretary of Defense, Washington Headquarters Services, Court of Appeals for the Armed Forces, Offices of Economic Adjustment, and Defense Legal Services Agency.
Duties

Incumbents typical work assignments may include the following:
Executes operating and investment program budgets by developing budget plans and assigning specific funding controls and spending ceilings to all programs, projects, and activities.
Monitors program implementation and execution by reviewing and analyzing financial statements and accounting reports to determine program and budget status and to anticipate resource management and allocation issues.
Formulates, presents, and defends Program Objective Memorandums, Budget Estimates Submissions, and President's Defense Budgets and accompanying Congressional justification materials.

This vacancy is a career ladder position; it may be filled at the GS-11, 12 or GS-13 level. If selected at the lower grade level, noncompetitive promotion to the full performance level GS-13 is authorized without further competition when selectee is eligible & recommended by management.
You may qualify at the GS-11 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-9 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: assisting with budget formulation, budget analysis, resources requirements validation and financial reconciliation as it relates to budget programs.
OR
Degree. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
Or
Combination. A combination of specialized experience and education as described above. The total percentage must equal at least 100 percent to qualify. (Transcripts are required at the time of application)
You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: conducting budget formulation, budget analysis, trend identification, resources requirements validation and financial reconciliation as it relates to budget programs and appropriations.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: developing budget formulation strategies, conducting budget analysis, trend identification and verification, resources requirements validation and financial reconciliation as it relates to budget programs, appropriations, and funds.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
