This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as the Senior Enterprise Architect (EA) for Information Management & Technology (IM&T) Enterprise Architecture Program.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As an INFORMATION TECHNOLOGY SPECIALIST (ENTARCH) at the GS-2210-14 some of your typical work assignments may include:
Serving as the Senior Enterprise Architect (EA) for IM&T Enterprise Architecture Program.
Providing overall direction, policy, guidance, and leadership to the Security Cooperation & Assistance Community (SC&AC) to include the Military Departments and DoD Implementing Agencies (IAs) for the oversight and strategic directions of the Global SC&AC IT Enterprise Architecture environment.
Developing strategies and standards aligning IT to the Agency mission, advocacy and support of current IT strategies, identification and analysis of the Agency drivers to derive useful context, and analysis of the current IT ecosystem to detect critical deficiencies and recommend solutions for improvement.
Analyzing emerging technologies and developing theories, practices and long-term planning for how they might be applied to the Agency mission.

Qualifications
You may qualify at the GS-14 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
Conducting analysis planning, designing and managing enterprise architecture to align technology, plans and systems to an organization's mission;
Developing and implementing enterprise architecture strategy, data management and data enterprise requirements;
Developing Information Technology (IT) architecture standards, governance and supporting portfolio management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
1) Attention to detail - Ensuring statement of work for procurement of products and service, technical documents, or troubleshooting of Information Technology problems are complete, free of error, and uses sound technical judgment.
2) Customer Service - Analyzing, defining, and delivering Information Technology support to organizations, and identifying problems with customer requests in order to achieve the desired product or service.
3) Oral communication - Presenting technical information to non-technicians in order to achieve understanding of desired specification or solutions to problems.
4) Problem Solving - Diagnosis of issues for organizational or installation wide integrated Information Technology systems for compatibility of new technology, capacity issues, or ensure IT systems continue to meet changing mission requirements.

Substitution of education may not be used in lieu of specialized experience for this grade level.
