Do you have experience drafting and negotiating multi-million dollar R&D or prototype contracts or agreements? If so, we need someone for our Lead Other Transactions Authority (OTA) Agreements Specialist positions. OTA is an authority allowing the government to develop innovative research or prototype initiatives through agreements that are not subject to laws governing federal grants and contracts.

Duties

As a Lead Other Transaction Authority Agreements Specialist, you will: Advise senior program staff in designing and developing program plans and strategies, including strategic assistance plans, funding plans, resource allocation plans, etc. Develop, recommend and establish short-and long-term plans for conducting continuing analysis of OTA activities. Executes Other Transaction Agreements on behalf of the Government. Develop NHLBI policies, guidelines and standard operating procedures for internal staff, NHLBI extramural staff and outside entities to assure compliance with sound business management and fiscal administration policies. Represent the NHLBI at conferences and meetings with universities, nonprofit organizations, and industry concerning OTAs involving other Federal agency, NIH, and NHLBI policies. Function as the expert during negotiations which can be complex and have high priority and visibility within the NHLBI and the NIH Office of the Director. Coordinate with scientific divisions, legal counsel, audit and other activities, and coordinate with the NHLBI communications office on press releases.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

  • Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications

In order to qualify for the Lead Other Transaction Authority Agreements Specialist, GS-1101-14, you must have one (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: soliciting and negotiating of non-traditional agreements related to research, prototype, and production; evaluating business objectives and negotiating complex terms and conditions for other transactional agreements that may deviate from traditional mechanism, policies and procedures; providing leadership to other team members; assisting with staff in prioritizing work.
