This position is located at the Phoenix VA Health Care System Carl T Hayden Medical Center. The primary purpose of the position is to provide professional administrative support and expertise to the Pharmacy Service

Duties

Major duties of the position include but aren't limited to: Performs management analyses for special projects. These analyses may be in a variety of areas, to include, but not limited to workload, expenditures, equipment procurement planning, Veteran perception, organizational efficiency, Centralized Mail Outpatient Pharmacy (CMOP) utilization and utilization of non-VA/community care. Prepares and delivers briefings of these studies to the Pharmacy Chief. Provides consolidated qualitative and quantitative data extracts, comparisons and reports from various databases and preliminary analysis to the Pharmacy Chief. Tracks monthly workload statistics and analyzes demand. Identifies, researches, and interprets significant changes in trends. Creates and performs ad-hoc queries to extract data from multiple databases. Maintains and updates applicable Pharmacy program SharePoint sites. Develops SharePoint surveys for recurring and ad hoc data collection for Pharmacy requests. Uses a variety of software to include Microsoft Outlook, Word, Excel, PowerPoint, VIZIO, SharePoint and Tableau, Adobe Acrobat. Utilizes various data sources such as VSSC, Medallia, CMOP, Pharmacy Benefits Management, the Pharmacy Prime Vendor, BISL, etc. Serves as the Contract Officer Representative (COR) for all Pharmacy Level Government contracts entered into between the Pharmacy program and all outside entities providing services. Develops a Statement of Work (SOW) with the assistance of professional and technical staff and coordinates final release of the document with the Contracting Officer. Participates and coordinates with the Contracting Officer and legal representatives in the award process in such a fashion as to help produce a contract award well in advance of the contract period. After contract award, verifies that the contractor performs the technical requirements of the contract in accordance with the contractor terms, conditions and specifications. Prepares Performance Work Statements and Requests for Services. Serves as purchase card holder for the Pharmacy Work Unit, responsible for placing orders against locally and regionally awarded contracts as authorized and as necessary, for compliance with the limits of the cardholder's delegations of authority, for payment of invoices using the purchase card, and for reconciling transactions in accordance with standard purchase card procedures. Performs administrative and management functions which require specialized knowledge of personnel staffing and management regulations, policies, and procedures including Hybrid title 38, special salary schedules, direct hiring authority, recruitment, relocation and retention incentives to review positions, draft organizational charts, draft position descriptions, monitor recruitment and hiring of personnel. Provides administrative and logistical support to the Pharmacy Executive and the Pharmacy Service in the daily execution of their responsibilities and program. May represent the Administrative Officer at committee meetings as necessary. Records, drafts and finalizes minutes from required meetings. Prepares, routes and tracks status of Action items as required, collating responses, coordinating follow-up and late responses, ensuring critical timelines are met. Makes travel arrangements for staff to include preparation of travel orders, transportation/hotel/car rental reservations, preparing itineraries, and submitting travel vouchers for payment. Plans, budgets, and reviews operating expenses and provides recommendations on allocation of resources based upon need.and efficiency. Manages the supplies, and personnel travel budget, advising on the status of funds. Maintains the out of office calendar. Makes arrangements for virtual and face to face meetings. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS7 position you must have served 52 weeks at the GS5. For a GS9 position you must have served 52 weeks at the GS7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify for the GS-07 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing customer service; management analysis for special projects, purchase card use, managing government contracts, performing analysis on workload, expenditures etc, performing administrative functions such as drafting position descriptions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) years of progressively higher-level graduate education towards a master's degree in a related field of the position to be filled, or I can demonstrate superior academic achievement. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the bachelors degree. You may qualify for the GS-09 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing customer service; management analysis for special projects, purchase card use, managing government contracts, develops statements of work, performs long range planning regarding contracts, performing analysis on workload, expenditures etc, performing administrative functions such as drafting position descriptions, monitors the recruitment and hiring of all personnel. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education leading to a master's degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
