The function of the Program Support Assistant (PSA) is to perform administrative, analytical, planning, and evaluative work in support of the associated home telehealth and telehealth programs, which includes providing administrative support, telephone answering, data collection, installation of home based telehealth devices, troubleshooting devices and systems, supply processing, and inventory oversight.
Duties
Duties include but not limited to:
Provides direct administrative support to several Telehealth initiatives including Home Telehealth, Clinical Video Teleconferencing.
The incumbent maintains a filing and tracking system for patient appointments, initiates new patient file folders, provides necessary release of information and other education material to the Home Telehealth RN in preparation for initial in person visit, and arranges education installation appointment in CPRS/VistA. The ASA mails appointment reminders, makes outgoing reminder calls, receives incoming calls for scheduling, rescheduling, or cancellation, and keeps the HT RNs informed.
The incumbent provides prepared education material, maps, device manuals, and other preset materials to the patient in person, via mail, or by arranging a pickup in a secure location after hours at the patient's preference.
The incumbent enters and updates equipment information for every patient into the Screening Consult in CPRS. Assists with organization wide Telehealth education initiatives including collaborating with other services to arrange for space, audiovisual support, materials, speaker needs, and marketing locally for the HT RNs, Facility Telehealth Coordinator (FTC), and others to speak at committees, councils, staff meetings, Veteran Service Organization meetings, and other public and private venues.
Provides information to internal and external stakeholders regarding the Telehealth programs and researches answers to questions independently.
Provides support to the program elements by serving as an information resource on programs, applicable rules and regulations, and processes. This includes initial management and tracking of budgets associated with equipment, supplies, and materials. Employee is responsible for tracking, responding to, and monitoring suspenses related to Telehealth in collaboration with supervisor and FTC.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Specialized Experience:
In order to qualify for this position at the GS-6 level, you must possess the following: Specialized Experience: One (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Program Support Assistant that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-5) in the Federal service. Specialized experience includes experience where you were responsible for providing administrative support; collecting, compiling and tracking data and information; processing documents and reports; establishing, updating and maintaining office files and records; performing automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; and providing information and customer service. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
In order to qualify for this position at the GS-7 level, you must possess the following: Specialized Experience: One (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Program Support Assistant at thefull performance level (GS-7), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-6) in the Federal service. Specialized experience includes experience where you were responsible for providing administrative support functions within a healthcare facility; experienced with procurement processes necessary to obtain goods and services for an office; performing automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; assisting in the formulation and execution of budget estimates to include updating budget spreadsheets which are used in briefings; collecting, compiling and tracking data and information; and researching reference materials, regulations, and standards to identify appropriate action necessary to correct problems or issues. Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The work is performed in an office setting which require normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated.
Education
Clerical and Admins Support positions: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
