Duties

Serves as the DLA Aviation Retail Program Manager, leading and participating in Military Service industrial site initiatives supporting DLA and related mission accomplishment of the Military Service industrial depot production work. Formulates Retail Program policies in regard to depot operations maintenance parts sustainment support Develops and recommends new or substantially modified relationship processes between DLA and the military service customer to improve the effectiveness and efficiency of industrial planning operations. Conducts and/or directs research and analysis activities to evaluate customer supportability and escalation of identified problems to provide material to the industrial customer in a timely manner. Oversees complex analysis, development and execution of wholesale and retail support strategies utilizing data such as demand plans, supply plans, projected future obligation requirements, obligations to and remaining ... Cont. obligation authority and performance metrics such as Material Availability, Fill Rate, Delivery Response Time, Backorders, Purchase Request Productivity and Time to Award.

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular knowledge, skills and abilities (KSAs) or competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Providing advisory service to operating or management officials on policy interpretation or development relative to the retail/industrial environment - Conducting analyses, studies, surveys and projects relative to retail program management - Analyzing and measuring program accomplishments - Researching and investigating new or improved business and management practices to support mission activities - Monitoring and evaluating processes and procedures to ensure all controls and regulatory requirements are met - Experience providing leadership, direction, guidance, advice, and assistance to team members in workload assignments/projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
