The Executive Director, DLA Small Business Programs, manages/develops/implements goals, objectives, policies and procedures to initiate a progressive DLA-wide program to facilitate the participation of Small Business, Small Disadvantaged Business, Historically Underutilized Business Zone Small Business, Women-owned Small Business, Service-disabled Veteran-owned Small Business, that are subject to special consideration and preferential treatment in the contracting mission of the Agency.
Duties
Exercises leadership, program management and evaluation responsibility for socioeconomic programs throughout DLA. Serves as the final authority at DLA on matters relating to socioeconomic programs.
Develops major programs, goals, objectives, policies, and procedures designed to achieve effective, efficient small business program (SBP) accomplishments. Assists in the resolution of problem areas and represents DLA on DoD/interagency task groups.
Analyzes DLA acquisition policies and programs; consults with HQ and field reps and stays informed on all aspects of SBP to assure recommended policies and procedures are compatible with program objectives.
Analyzes the impact of legislation and regulations on SBP and Defense acquisitions and generates recommendations for change proposals.
Reviews statutes and appropriation language, agreements with the Small Business Administration, Congressional Committee actions, and DoD directives governing use of small and disadvantaged businesses, cont'd....

Represents the Director, DLA, at major conferences and meetings of governmental, industrial, and commercial organizations throughout the nation concerning all aspects of these socioeconomic program matters.
Participates in the SB/socioeconomic portion of DoD Acquisition Peer Reviews (conducted by Office of the Under Secretary of Defense (Acquisition and Sustainment)), as requested.
Manages relations between appropriate Congressional Committees, the Small Business Administration, the Departments of Justice, Commerce and Labor, the O/Federal Procurement Policy, O/Management and Budget, cont'd....

Qualifications
Eligibility for this position will be based on clear and comprehensive showing that the applicant has had experience of the scope and quality sufficient to carry out the duties and assignments of the position. TECHNICAL QUALIFICATIONS
Thorough knowledge of small business and socioeconomic laws and related Department of Defense policies.
Demonstrated experience addressing competing priorities, interests, goals, and objectives, including the ability to explain and defend organization goals, policies, performance, and actions related to small and disadvantaged business, economic utilization, acquisition policy, and regulations.
Comprehensive knowledge of Federal and Department of Defense acquisition management, including laws, regulations, principles, and practices applicable to all phases of the contracting process.
In addition, DoD requires the Enterprise Perspective: The ability to apply a broad point of view and an understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required.
