The Office of the General Counsel (OGC), Office of Personnel Management (OPM), seeks an attorney with expertise in Information Technology (IT) to join its dynamic, high-performing team. You will serve as a subject matter expert and will advise OPM leaders on cybersecurity, IT, information security, artificial intelligence (AI), and related issues.

Duties

The Office of the General Counsel (OGC) seeks a cybersecurity attorney to join its dynamic, high-performing team. The incumbent will provide legal advice and analysis to OGC leadership and other OPM officials on all matters affecting information security issues, including but not limited to: Advise on OPM's compliance with applicable information security laws, including the Federal Information Security Modernization Act (FISMA) and the Federal Information Technology Acquisition and Reform Act (FITARA), as well as executive orders, regulations, the requirements of OMB M-17, and applicable implementing policy directives and guidance. Analyze proposed and existing agency policies concerning IT security, IT contract clauses, records management, privacy, information sharing for legal sufficiency and legal issues. Draft, review, and comment on regulations or legislation affecting information security, records management, and privacy. Assist in the coordination of OPM's litigation relating to cybersecurity, including advising agency attorneys on issuing and maintaining preservation/litigation holds, working with potential witnesses and document custodians, and coordinating with counsel from the U.S. Department of Justice. Coordinate with other OPM OGC attorneys to conduct legal review of documents, policies, interagency agreements, and public statements. Advise the agency on use of forensic and e-discovery technologies in administrative and/or Federal litigation as well as agency-wide policies, tools, and procedures, as well as serving as a liaison with the Office of the Chief Information Officer (OCIO) and other program offices on these matters. Advise on unique issues related to IT contracts, cybersecurity, and privacy protection. Advise on social media issues as they intersect with privacy records management, information security, information technology, and cybersecurity Advise on national security issues as they relate to information technology, information security, and cybersecurity. Advise on AI issues including proposed regulations or legislation and implementation of AI technology. Other duties as assigned. Attorneys at OPM have a diverse and interesting portfolio of work, providing legal advice and counsel to OPM leaders responsible for governmentwide leadership and direction in the strategic management of the Federal workforce; in support of Federal employee insurance, compensation, retirement, and other programs; and in support and defense of a wide array of internal OPM operations.

Basic Qualifications A J.D. from a law school accredited by the American Bar Association; Active membership, in good standing, of the Bar of a State, territory of the United States, or the District of Columbia; and Demonstrated experience in cybersecurity, IT, information security, or related issues. To qualify for this position at the GS15 level, your resume must clearly demonstrate that you have one full year of experience comparable in difficulty and responsibility to at least the GS-14 level in the Federal service, plus the demonstrated ability to perform, with very wide latitude for the exercise of independent judgment, work of outstanding difficulty and responsibility in one or more practice areas outlined above and demonstrated leadership and exceptional attainments. For the GS-14 level, your resume must clearly demonstrate that you have one full year of experience comparable in difficulty and responsibility to at least the GS-13 level in the Federal service. Preferred Qualifications The following qualifications are also preferred: Experience with modern e-discovery tools, including Microsoft Advance E-Discovery, is strongly desired. Knowledge of fiscal law, federal procurement, and/or intellectual property law; The ability to provide excellent customer service and to exercise sound judgment and decision making in challenging situations; Strong oral and written communication skills; High competence in legal research and analysis, including the ability to effectively integrate and synthesize facts and law to make legally sound decisions, including in compressed timeframes; The ability to work both independently and as a team member in a demanding environment; Willingness to consider diverse perspectives and ability to navigate changing circumstances; Ability to effectively manage multiple work assignments and competing priorities concurrently; and Ability to develop and maintain collaborative working relationships, both within and outside OGC.
