This position is located in the Washington, DC Commuting Area within the Bureau for Humanitarian Assistance (BHA), at the U.S. Agency for International Development (USAID).
Duties
Lead the team in identifying, distributing, and balancing workload and tasks among employees to ensure timely accomplishment of assigned team tasks; represent the team consensus and convey the team's findings.
Provides expert advice, guidance, and support to BHA on internal acquisition and assistance processes and best practices regarding the design, implementation, management, and evaluation of humanitarian assistance, transition and self-reliance
Conducts comprehensive evaluations of ongoing functions to ensure that the organization meets its stated goals and identifies areas where operational efficiency can be enhanced.
Responsible for the development of strategies, plans, program guidance, and dissemination of research results for Agency-wide application and incorporation into humanitarian assistance programs.
Maintains liaison with sources of information inside and outside BHA to assess and review new or unusual circumstances, variations in approach and incomplete or conflicting information.
Ensures the Bureau?s strategic plan, mission, vision and values are communicated to the team and integrated into the team?s strategies, goals, objectives, work plans and work products and services. (TL)
Requirements

- Must be able to obtain and maintain a Secret security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.

Qualifications
Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes (a) Advising leadership on new developments and effective approaches to award making processes and internal policies and guidelines as they pertain to international humanitarian assistance or international development; and (b) Researching and developing strategies, plans, and program guidance in support of the execution of assistance and acquisition for incorporation into humanitarian assistance programs of a civilian-based international humanitarian assistance or development organization; and (c) Serving as a technical liaison at an interagency level or with Government Agencies, and/or private donors, to coordinate their efforts with regards to programs, policies, and approaches to acquisition and/or assistance within the international humanitarian assistance or international development space.
