The selectee will be assigned to the FFIEC Examiner Education Office under the employing agency's policies and procedures and the individual's employment agreement with the agency.
The incumbent of this position will serve as the Manager, Examiner Education for the FFIEC responsible for overseeing and managing all operational and administrative aspects of the FFIEC Examiner Education program.
Duties
This is a temporary assignment (detail or temporary promotion) with the Federal Financial Institutions Examination Council (FFIEC). The selectee will remain a member of his/her home agency. The selectee may be given temporary promotion or detail for up to 5 years. At the discretion of NCUA management and the FFIEC Executive Secretary, this assignment may be terminated early. The selectee will perform work at the direction of the FFIEC director of examiner education. Upon completion of the assignment, the selectee will be returned to a position comparable to his/her previous position and grade in the same Agency/Division/Office and geographic location.
For the position of Manager, Examiner Education (FFIEC), you will:
Oversees and manages all operational and administrative aspects of the FFIEC Examiner Education program to ensure timely and effective development and delivery of cost-efficient, state-of-the art, interagency training programs that support the experienced examiners and other professional staff of all FFIEC member entities and personnel of other domestic and international financial regulatory agencies.
Provides advice and support and serves as a resource person to the Federal Financial Institutions Examination Council's (FFIEC) director of examiner education; FFIEC executive secretary; FFIEC member entity representatives on the FFIEC Task Force on Examiner Education (TFEE); as well as other FFIEC task force representatives, member entity staff and other stakeholders and parties on all operational and administrative aspects of the FFIEC's examiner education program including; operational and administrative issues; new strategies, programs, initiatives, and technologies; and externally imposed requirements.
Provides support to the director of examiner education as needed in support of the TFEE Chair efforts for overseeing and coordinating TFEE activities, with consultation and input from the FFIEC executive secretary as applicable.
In coordination with the FFIEC Office of the Executive Secretary, and the director of examiner education, responsible for managing the following areas: manages the organization and retention of examiner education records in accordance with established record keeping requirements; ensures updated examiner education content on ffiec.gov; maintains current job descriptions for all examiner education staff positions; manages the process to coordinate with member entity human resource contacts to fill examiner education staff vacancies and temporary needs for human capital support through a variety of tools.
Manages the implementation and effectiveness of all operational and administrative matters in the FFIEC examiner education office in meeting the examiner education needs of the FFIEC member entities. Implements and manages the day-to-day application of technology and automation to maintain and improve the efficiency of training operations.
Supports FFIEC examiner education office staff and interagency development groups as needed to maintain both the quality and timeliness of program and course curricula and the quality and depth of the instructor pools for programs and courses spanning a variety of disciplines.
In conjunction with the Director of Examiner Education, responsible for overseeing the financial resources of the FFIEC Examiner Education Office and program including delegated responsibility and authority, as applicable, for administering the annual calendar-year examiner education budget.
Maintains collaborative relationships and open lines of communication with interagency senior executives, managers, training contacts and other leaders in the training community in which the FFIEC examiner education office conducts business, taking into account their different priorities and concerns. Reports directly to the director of examiner education and acts in that role if the position is vacant and carries out responsibilities in accordance with established delegations of authority.

Qualifications
Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
For the CU-14 level you must have at least one full year of specialized experience equivalent to the CU/GS-13 level obtained in the private or public sector. Specialized experience for this position is defined as leading or supervising learning and development efforts at an agency-wide level.
