Duties
Coordinates the Bureau of Prison’s (BOP) Senior Executive Service (SES) by maintaining records of personnel actions; ensuring vacant positions are advertised; composing written justifications for selections, performance awards and new positions; advising SES employees regarding personnel actions and governmental policies affecting them. Provides expert guidance on the development of SES performance work plans to ensure the plans are results oriented, measurable and appropriately linked to the agency and Bureau goals. Serves as liaison with the Department of Justice (DOJ), other DOJ components, non-DOJ agency officials and non-governmental organizations on sensitive matters that require extensive background knowledge, and/or require considerable preparation time. Collects and analyzes data and coordinates fact-finding efforts which serve as a basis to support the HR management needs of the BOP. Serves as the coordinator in the development of nationwide HR management policy and procedure and assists in reviewing draft policy from other divisions and from regulatory agencies to address impact.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience in developing and maintaining extensive record-keeping systems.
Experience in extensive fact finding and data analysis skills identifying workforce needs.
Experience in performing a variety of complex personnel staffing tasks involving Federal personnel regulations and practices.
Experience in developing plans to enhance employee performance and developed systems or training to guide staff performance and career development.
