You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the HUMAN RESOURCES DIVISION, CORPORATE OPERATIONS DEPARTMENT of NAVAL SURFACE WARFARE CENTER, PORT HUEMEME DIVISION.

Duties

You will serve as a Human Resources Specialist performing a range of assignments in the functions of Staffing and Classification, Recruitment and Outreach, or Planning Policy and Analysis. You will interpret and apply laws, regulations, policies, and procedures to advise management on recruitment strategies, sources, and special programs. You will provide expert guidance on merit systems principles, prohibited personnel practices, and the development and use of valid selection criteria. You will use initiative and judgement in developing, administering, and managing innovative human resources activities tailored to meet the needs of management in accomplishing their mission. You will apply an understanding of classification principles and concepts to reach sound classification decisions.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the NT-05 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying Federal Human Resources policies, rules, and regulations to advise management on recruitment strategies, position classification, and the resolution of staffing issues for an organization. For the NT-04 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying Federal Human Resources policies, rules, and regulations to resolve staffing or classification issues for an organization. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the NT-04 pay band:
  • Successful completion of a Ph.D. or equivalent doctoral degree; OR
  • Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
  • Successful completion of an LL.M. degree that is related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
