This position is located in the Office of the General Counsel (OGC) of the Federal Labor Relations Authority (FLRA). This position is primarily responsible for managing the OGC's Representation Case Program, the OGC's training and Alternative Dispute Resolution (ADR), services and monitoring the management of the OGC caseload.

Duties

The incumbent manages the OGC's provision of Representation (REP) case services, the OGC's provision of training and ADR services to unions and agencies, and assisting in the day-to-day-management of the quantity and timeliness of the processing of the OGC caseload worldwide. These responsibilities include: 1. Improving the quality of REP case processing, to ensure that Regional Director (RD) decisions are consistent with FLRA precedent and OGC policy and quality standards; and developing and implementing manuals, policies, and programs, to enhance the parties' and OGC employees understanding of REP case issues. 2. Reviewing RD REP case work products, including appropriate unit determinations, notices of hearings, election agreements, election tallies, and all Decisions and Orders on such matters as successorship, accretions, direction of elections, unit exclusions/inclusions, challenges, and objections to elections. 3. Providing guidance and assistance to RDs on substantive and procedural matters in REP cases; coordinating the processing of REP cases which have a nationwide impact. 4. Developing and coordinating training for all staff on technical and complex issues of REP case law, as well as developing and coordinating REP case training for the parties. 5. Managing the development and revision of the REP Case Law Outline, Case Handling Manual, Hearing Officers' Guide, and Case Law Guide, and preparing bulletins, and other publications, publicizing REP case activities of the Office of the General Counsel. 6. Making recommendations to the General Counsel and Deputy General Counsel regarding significant procedural or substantive REP case policy issues. 7. Developing and implementing policies and programs to further the mission of the OGC through the use of training and ADR services and ensuring the OGC's ability to provide such services to the parties. 8. Identifying and assessing the needs of Federal sector unions and agencies for training and ADR services. 9. Making recommendations to the General Counsel and Deputy General Counsel on the type of programs that need to be developed to promote the development and maintenance of effective labor-management relationships. 10. Developing training curricula and materials and ADR policies and programs that are responsive to the needs of the parties; developing, coordinating, and providing training for all staff and the parties on a variety of matters; develops, records, and coordinates with Regional Offices, the making of animated training videos for the public. 11. Working with FLRA officials in other components in the development and coordination of ADR policies and programs within the FLRA. 12. Reviewing the OGC's statistical case processing performance and ensuring that OGC managers are developing, implementing, and evaluating, plans developed to ensure that OGC case processing goals are being met. 13. Reviewing, analyzing, and evaluating the OGC's workload and resource use and allocation through a variety of methods to develop strategies, policies, and programs, to improve the quality, quantity and timeliness, of the work performed by the OGC. 14. Using statistical data, monitors the distribution of work among Regional Offices; makes recommendations to the General Counsel and Deputy General Counsel, as necessary, for changes or improvements in organization and resources; and develops case load projections and drafts the initial OGC contribution to the FLRA budget justification based on past OGC performance and projections.

Qualifications

In order to receive full consideration, applicants must have: Specialized Experience: The selectee must have at least one full year (52 weeks) of specialized experience at the GS-14 grade level, which has equipped the selectee with the particular knowledge, skills and abilities required to successfully perform the duties of the position. Expert knowledge and understanding of the Federal Service Labor-Management Relations Statute, the rules and regulations, organization, management principles, and practices of the Federal Labor Relations Authority and the Office of the General Counsel, pertaining to the processing of representation and unfair labor practice cases; Federal-sector Representation case law and procedures; and alternative dispute resolution principles and applications. The ability to analyze the factual and legal issues of cases to determine what further facts are needed and what legal sources are applicable; interpret and translate broad policy guidance into plans and programs; review and evaluate programs to measure program effectiveness against overall goals and objectives and to assess the need for and implement improvements, to increase efficiency and effectiveness; to use legal and administrative principles, methods, techniques and systems of management; and effectively organize, direct, and coordinate the work of others. Applicants for the AGC for Representation Cases, Alternative Dispute Resolution Services, and Case Management position must be admitted to the Bar (any state or territory or the District of Columbia) and in good standing. Education
