About the Position: This is an Equal Employment Specialist, GS-0260-09/11, position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Equal Employment Opportunity Office.

Duties

Provides technical assistance and advice to management regarding their equal employment responsibilities. Recommends to supervisors and managers actions that can be taken to resolve complaints. Provides assistance to individuals with disabilities in the acquiring of specific needs (i.e., furniture, equipment, tools) for them to do their job assignments. Participates in the implementation of the complaint processing system to include the processing of informal and formal complaints of discrimination for assigned areas within established time limits. Computes and summarizes total employment statistics providing periodic feedback to management identifies problem areas and determines trends. Maintains professional contacts with EEO's of other Federal agencies in the area.

GS-09 Specialized Experience: One year of specialized experience which includes 1) Informing management officials and employees on basic EEO (Equal Employment Opportunity) program requirements. AND 2) Preparing reports to analyze data to monitor the progress in achieving EEO goals and assisting in the EEO complaint process. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes 1) Reviewing processes and procedure of an Equal Employment Opportunity (EEO) program ensuring compliance with polices and regulations. AND 2) Providing technical advice on all aspects of the Equal Employment Opportunity (EEO) program such as Sexual Harassment/Assault Response Prevention Training, discrimination regulations and policies, alternative dispute resolution and mediation processes and affirmative employment initiatives/best practices. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Analysis and ResearchCommunicationsFact Finding/Inquiries GS-09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
