This position serves as the Equal Employment Manager with full responsibility for establishing, organizing, and directing an Equal Employment Opportunity (EEO) Program that provides services to a region. Duties

The primary purpose of this position is to perform work that involves developing, administering, evaluating, or advising on the Federal Government's internal equal employment opportunity program within the assigned organization. Major duties and responsibilities of this position include but may not be limited to: Serves as the principal advisor to the organizational leadership and staff for a region by providing expert advice on all matters related to the EEO program on the feasibility and impact of EEO plans, policies, and decisions. Provides leadership, advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan. Coordinates EEO activity with the Human Resources Office(s) staff and establishes and maintains effective contacts with community elements interested in equal opportunity; serves on and assumes a leadership role on committees, which are decision making or recommending bodies on matters concerning position management, recruitment, training, promotion, job design, reduction in force and other employment services, to assure appropriate consideration of EEO impacts and responsibilities. Manages the EEO Complaints processes, assuring formal complaints are processed within established time limits and in accordance with published regulations and policies. Primary responsibility for a total equal employment opportunity program that meets basic requirements for complying with laws, regulations and agency policies. This responsibility includes accountability for performance of the assigned program, e.g., planning, organizing, directing, staffing, coordinating, reviewing and evaluating the program. Work Schedule: Monday - Friday 8:00am -4:30pm Telework: AdHoc : 1-3 days a week VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience GS12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing, implementing, coordinating, reviewing, monitoring, evaluating and updating plans associated with the EEO program; advising management on specific actions in support of affirmative action and strategies for handling discrimination complaints, communicating in writing to prepare reports on the EEO program; knowledge of the principles, practices, laws, and regulations concerning EEO; conducting mandatory training for managers, supervisors, and employees regarding EEO and the EEO complaint process, providing advice and assistance during the post investigative stages, (ex: hearings, appeals and compliance). Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interpreting and applying laws, regulations, executive orders and/or court decisions regarding EEO programs; applying basic principles involved in recruitment, selection, labor relations and job evaluation; using fact-finding, analysis and investigative processes to resolve complex problems; identifying barriers to Equal Employment Opportunities and establishing objectives to eliminate program deficiencies; and/or preparing correspondence and reports. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two full years of progressively higher level graduate education. You will be rated on the following Competencies for this position: Administrative LawEducation and TrainingWorkforce Planning Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The regular and recurring work of the position involves sitting at a desk, sitting in conferences and meetings, and occasional visits to organization work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
