This position is in the Bureau of Certification and Licensing (BCL), Office of Ocean Transportation Intermediaries (OTI). The incumbent is responsible for performing, under supervisory/technical guidance, all activities directly related to the licensing and/or bonding of OTIs in the international oceanborne commerce of the United States.

Duties

The following are the duties of this position at the GS-12. You will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Performing basic research and analysis, including collecting or developing data from open and internal sources and providing written analysis. Review and analyze applications for licenses filed by Ocean Transportation Intermediaries (OTI), which include investigation of applicants/qualifying individuals with regard to experience and character. Providing technical support of the following functions and activities: Providing advice or guidance to the general public about program related issues including troubleshooting technical issues; establishing and maintaining relationships with various customers and stakeholders; processing applications in a primarily paperless environment; and utilizing software such as Microsoft Excel, Microsoft PowerPoint, and Microsoft Word to prepare, review documents, and manage application workload. Provides program-related information and advice to the general public pertaining to matters under the delegated authority of the Bureau. Applies knowledge of electronic databases and other electronic information systems to facilitate the management and monitoring of Bureau operations and activities as they relate to the shipping industry. Conducts special studies and prepares required reports.

Qualifications

You must meet the following requirements by the closing date of this announcement: GS-07: At least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 level in the Federal service and which provided the knowledge, skills and abilities required to perform the duties of this position. Specialized experience may have been demonstrated by drafting written recommendations based on analyzing various documents such as interviews, questionnaires, corporate and legal documents, and/or publicly available information; assisting in the review of professional or tradesman license applications; providing customer service and assistance to the general public about program related matters and troubleshooting technical issues with online systems. OR Completion of all the requirements for a Bachelor's degree from an accredited college or university and meet one of the following requirements for Superior Academic Achievement: You graduated in the upper third of the college, university or major subdivision such as the College of Liberal Arts or the School of Business Administration based on completed coursework; or You have a grade point average (GPA) of 3.0 or higher out of a possible 4.0 as recorded in the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or You have a GPA of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum (grade point averages are rounded to one decimal place); or You have completed all the requirements for a Bachelor's degree from an accredited college or university plus election to membership in a national scholastic honor society (listed in the Association of College Honor Societies: Booklet of Information and/or Baird's Manual of American College Fraternities). Note: You must submit a copy of your transcript, and documented proof of your class standing or honor society membership. OR One full year (18 semester hours or equivalent) of graduate level study, or possess a master's or higher degree, e.g., LL.B, J.D., LL.M., Ph.D., in a field that provided the knowledge, skills, and abilities necessary to do the work. Such fields include business administration and public administration. OR Less than the full amount of graduate education and less than the amount of experience but you have a combination of the type of education and the type of experience described above.
