This position is located in the Department of the Chief Program Officer, National Civilian Community Corps (NCCC) in Vicksburg, MS.
AmeriCorps NCCC is a full-time, team based residential program for men and women ages 18 to 26. The program is designed to strengthen communities and develop leaders through direct, team-based national and community service. Corps members are assigned to one of the four campuses located in Aurora, CO; Sacramento, CA; Vicksburg, MS; and Vinton, IA.
Duties
The Administrative Officer executes and monitors the Region's budget and procurement activities to include advising on financial matters to promote the economy and efficiency of financial resources. The incumbent oversees the Region's logistics operations as related to the procurement of equipment, supplies, and services and goods, as well as the oversight of the Regions facilities, vehicles, property and the safety program.
Primary Duties Include:
Monitors the Region's operations related policies and procedures to ensure they are current and that they comply with the national Standard Operating Procedures, rules and regulations. As appropriate, revises existing, or develops new, policies and procedures
Manages the Regional budget planning and execution including monitoring expenditures to ensure accountability and cost effectiveness of expenditures. Uses forecasting and analysis tools to identify necessary reprogramming or other adjustments. Ensures internal controls, accountability and transparency systems are in place.
Contributes to the development of new or revision of existing National/program-wide policies and procedures.
Collaborates with the region's management team to develop the region's annual operating plan. Provides advice and guidance relative to the allocation of resources to meet national and Regional strategic goals.
Manages the logistics operations for the Region to include procurement of equipment, supplies and services requiring: market research and vendor identification; preparation of Statements of Work, initial contract vendor identification, and performing Contracting Officer Representative (COR) tasks.
Provides advice, guidance, and support for the national and regional response to natural disasters including leading the on-site coordination of supplies and activities, as well as preparing supplemental funding requests for equipment, supplies, and logistics support involved staff and Corps members.
Executes COR responsibilities with respect to the region's residential lease(s). Conducts on-site, oversight of lease provisions for offices, training, residence, and other facility spaces.
Supervises assigned staff providing advice and instructions on both work and administrative matters. Evaluates staff performance and takes action to correct performance or conduct issues.
Oversees the member support services activities to ensure that all members receive timely and accurate support regarding pay and benefits and travel.

Manages the office and dormitory facilities, and the safety program. Coordinates IT and telecommunication issues with NCCC Headquarters.
Manages the region's vehicle fleet and serves as the primary point of contact with the General Services Administration regarding fleet management.
Requirements

Qualifications
Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to, the GS-12 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include all of the following:
Experience formulating and executing a Federal organizations budget; and
Experience planning and coordinating a Federal organizations procurement of supplies and equipment and services; and
Supervisory or Team Lead experience
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
