This position is in the USAID Annex (UA) | 500 D Street SW, Washington DC 20024, in the Bureau for Global Health, Office of HIV and AIDS, Prevention, Care and Treatment Division(PCT) at the U.S. Agency for International Development (USAID).

Duties

Serves as an Agency expert, providing intellectual leadership for HIV biomedical prevention, including pre-exposure prophylaxis, voluntary medical male circumcision, and condoms. Provides direct technical support to USAID Missions to ensure that PrEP programs are effective, efficient, and sustainable. Provides technical leadership, policy, and program guidance to USAID?s Bureaus and Missions. Develops and/or reviews USAID HIV policies, strategies, and programs, and provides technical assistance to improve HIV prevention programs. Provides direction on USAID?s strategic approach to addressing the HIV epidemic through the provision of accessible, person-centered biomedical prevention, including PrEP, in a variety of resource-limited settings.

Qualifications

Basic Education Requirement: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Specialized Experience at the GS-13: In addition to the basic education requirement, you must have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifying specialized experience at the next lower level for this position MUST include: a) providing technical assistance to HIV biomedical prevention programming in low to middle income countries; and b) support to HIV biomedical prevention programmatic priorities, specifically pre-exposure prophylaxis. Specialized Experience at the GS-14: In addition to the basic education requirement, you must have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifying specialized experience at the next lower level for this position MUST include: a) serving as technical lead for HIV biomedical prevention programming in low to middle income countries; and b) providing leadership, management and oversight of HIV biomedical prevention programs, specifically pre-exposure prophylaxis. Selective Placement Factor: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not demonstrate the experience below are ineligible for further consideration. Selective Placement Factor: Do you have demonstrable technical expertise in developing, implementing and strengthening HIV biomedical prevention programs, specifically pre-exposure prophylaxis programs, in low-to-middle income countries? Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
