The position is located in the Office of the Solicitor, Region VI, in Denver, CO. The purpose of this position is to provide paralegal assistance to staff attorneys and counsels and
administrative support to the Regional Solicitor (RS), Deputy Regional Solicitor
(DRS), Associate Regional Solicitor (ARS), and the regional Management Analyst.
All current employees in the Office of the Solicitor, Region VI, Denver Branch, with competitive status.
This position is inside the bargaining unit.
Duties
Duties:
1. Incumbent serves as a paralegal specialist in Region VI and is assigned and participates
in the substantive development of a variety of litigation cases and legal advisory matters.
Incumbent performs the following paralegal duties as assigned:
a. Prepares cases for litigation and provides legal assistance to trial attorneys in all legal
program areas. This includes conducting legal research and preparing legal opinions, legal
analyses, litigation reports, legal briefs, collection letters, administrative and Federal court
complaints, discovery, litigation pleadings, and settlement agreements. Participates and
assists in depositions and hearings under the supervision of a licensed attorney. Incumbent
prepares and organizes litigation exhibits, locates and interviews trial witnesses, and conducts
settlement negotiations in cases with pro se defendants and opposing counsel.
b. Assists with evidence presentation at trials, depositions, hearings, and settlement conferences by using applicable software applications such as Trial Director 360, and Sanction. Manages document storage and organization for document intensive cases using applicable software applications such as Relativity.
c. Analyzes and processes FTCA, MPCECA, and Job Corps claims. This includes
reviewing the claim, obtaining additional information necessary to evaluate the claim and
develop the file, and drafting a legal analysis with a recommendation for the adjudication of
the claim.
d. Provides legal advice to DOL disclosure officers concerning requests for
information under the FOIA and Privacy Act. This includes researching relevant
legislation, regulations, Departmental policy, and case law to determine if documents can
be released.
e. Handles third party subpoena matters. This includes responding to third parties that
issue subpoenas to Departmental personnel, advising third parties of the Touhy requirements,
negotiating withdrawals of subpoenas, and forwarding to the National Solicitor's Office letters
prepared by third parties setting forth the relevancy of the information or testimony sought. It
also includes preparing Federal court removal petitions, motions to quash and/or motions for
protective orders and supporting briefs, and participating in motion hearings both in state and
Federal court.
2. Performs docketing responsibilities. This requires inputting information into the
electronic docketing system, maintaining the system, and running reports from that system
in compliance with Departmental and office procedures; keeping up to date with all system
and procedural changes; and coordinating with the RS, DRS and ARS to resolve questions
and problems with the system.
3. Incumbent works closely with the regional management analyst by consulting,
analyzing, and providing assistance with procurement, budget, personnel management and other
administrative tasks in support of regional functions. In this capacity, incumbent performs
the following duties, as assigned:
a. Conducts onboarding and offboarding individual orientation for all new hires, and transfers, and interns. Keeps updated on
changes to departmental personnel regulations.
b. Reviews travel authorizations and vouchers to ensure compliance with Departmental
rules and regulations and monitors cost effective travel methods.
c. Provides training on program-related subjects such as administrative procedures and
computer software applications, such as the docketing and travel systems. Directs employees
on insurance, leave, health maintenance and benefits, retirement, and incentive awards to
appropriate human resources specialist.
d. Ensures the proper maintenance, utilization, and disposition of regional records in
accordance with the Solicitor's Office Records Retention Policy. Establishes and maintains
appropriate records for receipt, issue, transfer, and disposition of capitalized property.
Conducts an annual physical inventory.
e. Ensures conformance with established local and SOL safety programs in all
work safety matters.
f. Monitors program expenditures, uses appropriate payment methods, and documents
payments as required by regulation.
g. Provides assistance with open market acquisitions and purchases from GSA supply
scheduled contracts up to the delegated authority. Prepares justifications and documentation,
and then processes the documentation through appropriate channels. Handles purchasing and
contracting transactions for office space, trainers, training venues, equipment, supplies, and a
variety of services.
Requirements

- Candidate required to obtain the necessary security/investigation level.

Qualifications
For GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-07 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-09 includes performing majority: (A). Utilizing Federal statutes and executive orders relevant to SOL regional office litigation, legal advisory services and claims adjudications, Federal regulations interpreting and implementing these statutes and orders; and applicable case law pertaining to these statutes, orders and regulations, (B). Utilizing SOL national and regional litigation and administrative policies and procedures, (C) Perform legal writing to prepare legal letters, pleadings, analyses, reports, briefs, and other legal documents to complete assignments, (D). Perform research methods, including electronic databases such as Westlaw and
Lexis and hard copy sources in a legal library, to perform extensive and thorough research, (E). Prepare and conduct the interviewing and evaluation of witnesses, to prepare cases for litigation, and to provide legal assistance to attorneys in trial.
