About the Position: This position is a TERM appointment not to exceed 6 years. This position may be extended in one year increments up to 8 years and may be converted to a permanent appointment without further competition. To be eligible for conversion to a permanent appointment, employee must complete at least 2 years of current continuous service under a TERM appointment in the competitive service AND employee must have a current performance rating of at least fully successful or equivalent.

Duties

Plans and coordinates the activities of a guard shift, through Lead Security Guards, to ensure the maintenance of physical security standards, enforcement of Federal, state, and local laws. Ensure protection of government and personal property, control of movement of personnel and vehicles through the installation. Checks work progress and makes day-to-day adjustments based on work priorities. Receives and reviews daily reports from subordinate work leaders and ensures the correction of reported irregularities. Assigns work to subordinates based on priorities, consideration of the difficulty and requirements of the work, and the capabilities of employees. Sets employee standards for performance and prepares performance evaluations base on employee compliance. Conducts job interviews, recommends promotions, reassignments, and performance awards, and imposes/recommends appropriate disciplinary actions. Provides administrative guidance in the form of Standard Operating Procedures, the physical security plan, memorandums, and oral instructions. Overseeing guard force performing access control and patrol duties. Make changes of work or assignment of functions to positions to improve guard workflow.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
  • Must be able to obtain and sustain state certification for operating the National Crime Information Center (NCIC) terminals.
  • This position requires certification in the Individual Reliability Program (IRP). Must be assessed for social adjustment, emotional stability, and ability to work effectively under pressure or emergency conditions.
  • Position requires a pre-employment and random drug screen. Will be required to sign a DA Form 5019, Conditions of Employment.
  • Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuation tours of duty including evenings, nights, week-ends and holidays.
  • Overtime may be requires as directed and is subject to recall for periods of emergency overtime. Position is Mission Essential.
  • Must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter. Must successfully complete security guard training.
  • Must undergo and pass an annual medical examination of physical, emotional and mental stability.
  • May be required to complete a one-year supervisory probationary period.
  • Must be trained and maintain current required certifications in CPR techniques and must know first aid. May act as a first responder in a medical emergency.
  • May be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • Will be required to maintain physical conditioning and pass an annual physical agility test (PAT) within thirty days of employment and annually thereafter.
  • Must be fully qualified to operate a government vehicle. Must possess and maintain a valid drivers license. Loss if license may result in removal from the position.
  • Must wear the Department of Army (DASG) uniform and maintain a high state of appearance and hygiene.
  • Must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
  • Must not have any medical conditions that precludes the wearing of a chemical protective mask and over garments.
  • Must be able to perform as a member of the installations overall security response capability. The duties and training required require employee to carry and deploy a riot baton, carry a protective shield and employ non-lethal ammunitions.
  • Temporary Duty Travel (TDY) may be required 25% of the time.
  • Must meet the requirements under the Lautenberg Amendment. This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.

Qualifications

Competition for Security Guard positions is restricted by law to persons entitled to Veterans preference as long as such applicants are available for appointment. If there are no Veterans preference eligible applicants, non-preference applicants may be considered. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: One year of specialized experience which includes: (1) Experience distributing or assigning work to include management of multiple shifts; (2) experience controlling access or patrolling restricted and limited access areas; (3) leading or supervising a group of security guards or law enforcement personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
