DFC ranked a Best Places to Work in 2022. This position is located in the Project Portfolio Management Division (PPMD) within the Office of Financial and Portfolio Management (OFPM). The incumbent of this position will be responsible for managing a portfolio of loans (both directly and of the team) to maximize the financial and developmental returns on the DFC finance portfolio.

Duties

The Supervisory Asset Management Specialist: Supervises a staff of investment officers. Establishes goals and objectives, plans work, sets priorities, assigns and reviews work, and evaluates performance. Manages all phases of the project finance credit management process, from time of disbursement to repayment. Evaluates the creditworthiness of projects, taking into account the project analyses performed above in conjunction with an analysis of the external factors affecting the project (e.g., political risks, legal and regulatory risks, economic risks and social issues, etc.). Conducts periodic site visits to examine the status of projects and assess conformity with written documentation received during the period. Site visits encompass inquiries into all aspects of the operations in order to consider, review, and analyze the various potential impacts on the creditworthiness of projects and the companies. Performs other duties as assigned for the group, the department and the Corporation. Please Note: This is not a Bargaining unit position.

  • Must be able to obtain and maintain a secret security clearance
  • This position will require foreign travel to developing countries

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-15 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates: 1) Experience negotiating loan terms or structuring or restructuring complex loans; 2) Experience utilizing sophisticated models for carrying out financial analyses; 3) Experience analyzing complex international projects; AND 4) Experience in all phases of the project finance or corporate loan credit management process. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This announcement may be used to fill similar positions, if additional vacancies occur.
