Duties

These vacancies will be filled through DHS/TSA's Direct-Hire Authority pursuant to TSA MD 1100.30-26. Under the Direct-Hire Authority, category grouping and Veterans' Preference does not apply. NOTE: REMOTE WORK IS NOT APPLICABLE. This Nationwide Transportation Security Inspector (Cyber Security) position is located in the Department of Homeland Security (DHS), Transportation Security Administration, Security Operations, Surface Division. Duties include but are not limited to: Conducts and leads comprehensive cybersecurity compliance inspections of transportation systems/entities to ensure regulatory compliance under Title 49 Code of Federal Regulations (CFRs), Security Directives (SD's), etc. Conducts and leads investigations of alleged security violations and supports criminal investigations of alleged or suspected security violations. Assists in managing, implementing, operating, maintaining, and securing defensive cyber controls/systems to protect the various modes of surface transportation (e.g., mass transit, railroad, highway and motor carrier, and pipeline systems). Participates in performing covert and overt tests/audits and cybersecurity/vulnerability assessments to ensure the integrity of the applicable transportation security systems. Works closely with HQ Surface Operations, the Surface Operations Support and Operations Division, Cybersecurity Division, (et. al.) to include the Pipeline Security Branch/Division, to ensure consistent processes and messaging across the surface transportation sector as it relates to cybersecurity. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H & I band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G pay band (equivalent to the GS-5/7/9), you must meet one of the qualification requirements (A, B, OR C) outlined below: A. Experience: For those qualifying using experience, your application must clearly outline three (3) years of progressively responsible general experience, one year of which was equivalent to at least GS-4 in the Federal service or equivalent experience in the private sector. Such experience will demonstrate the ability to: Analyze problems to identify significant factors, gather pertinent data and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing; OR B. Education: Bachelor's or higher-level degree in any field from an accredited college or university; OR C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentage must equal at least 100 percent to qualify for the position. To qualify for the SV-H Pay Band (equivalent to GS-11/12), you must have one year of specialized experience at the SV-G or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Utilizing knowledge of cyber security architecture to provide expert advice on a variety of complex Cybersecurity and Information Technology (IT) issues; Applying knowledge of cyber threats and vulnerabilities with an awareness of adversarial tactics, techniques, and procedures to identify issues that could impact IT and Operational Technology (OT) systems and infrastructure; Utilizing data collection and performance metrics to conduct detailed analyses of complex issues affecting risk assessments and cybersecurity compliance checks; OR; Achievement of a Ph.D. or equivalent doctoral degree; OR Three full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related; OR Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Utilizing knowledge of cyber security architecture to provide expert advice on a variety of complex Cybersecurity and IT issues; Applying knowledge of cyber threats and vulnerabilities with an awareness of adversarial tactics, techniques, and procedures to identify issues that could impact IT and OT systems and infrastructure; Utilizing data collection and performance metrics to conduct detailed analyses and recommend resolution of complex issues affecting risk assessments and cybersecurity compliance checks; Leading coordination/collaboration efforts related to planning, coordination and implementation of cybersecurity assessment and outreach programs. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
