Duties
Provides support and advice to site senior management on reprogramming of funds and funding levels due to change in workload and/or mission.
Participates in justifying and executing the annual operating budget.
Prepares briefings, reports, papers as required, including recommended improvements in systems and identification of specific deficiencies and proposed corrective action.
Performs special projects. Takes staff action on problems, resolves difficulties, makes decisions, and provides briefings on projects of significant importance.
Maintains cognizance of approved funds; responsible for day- to-day program management and administration.
Assists the organization with programming, analysis and monitoring funds; evaluates program funding plans and their execution, identifying actual or potential problem areas.
Reconciles differences, prepares justifications for increases and decreases, and prepares presentations that depict the data in readily understandable format.
Serves as the staff advisor for Audit Readiness.

Qualifications
To qualify for a Management Analyst your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Ensure processes are in compliance with applicable laws/policies/regulations, well documented and regularly maintained
Experience with budget planning process
Provide oversight for local budget and provide execution goals
Ensure compliance and to identify, prevent, or eliminate problem areas within the organization and recommend courses of action for leadership
Prepare and presents speeches, briefings, and mixed-media presentations
Conduct management studies for cost-effective organization.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
