Duties
Review Small Business Coordination Records (DD2579s) to locate opportunities for small business programs set-asides.
Act as an Advisor for all entities under small business programs.
Develop curriculum and deliver small business training to acquisition personnel and other stakeholders.
Analyze data produced from the Federal Procurement Data System (FPDS); the System for Award Management (SAM); the Electronic/Federal Subcontracting Reporting System (E/FSRS) and the Past Performance Information Retrieval System ? (PPIRS).
Utilize Microsoft Office Suite products to develop templates, produce reports and provide briefing support.
Collaborate with acquisition personnel assist in market research and develop the best acquisition strategy to support Small Business Programs.
Represent DLA Land and Maritime in dealing with Federal agencies, professional and trade associations; State and local governments and small business firms on matters affecting small business programs.
Manage a small business program and acts as the program manager to finds ways for improving the Small Business programs for the activity.

Qualifications
To qualify for a Procurement Analyst, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Initiate action to have all or part of a procurement set-aside exclusively for small business performance.
Advise potential suppliers on procedures concerning solicitations and potential awards, information regarding bids, bidder's mailing lists and commodity lists.
Evaluation of companies' quotes or offers for compliance with small business related solicitation or award requirements.
Develop curriculum and deliver training on specific subject matter developed and have an understanding of procurement rules for acquisitions.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
