This is a temporary assignment (Detail or Temporary Promotion) with the FFIEC Examiner Education Office. The Manager, Examiner Education manages all operational and administrative aspects of the FFIEC examiner education program to ensure timely and effective development and delivery of cost-efficient, state-of-the-art, interagency training programs that support the examiners and professional staff. The Cohort assignment for this position is A, which reflects a salary cap of $270,000.

Duties

Provide guidance to implement the established learning and development plan to maintain and enhance high-quality examiner education opportunities consistent with the FFIEC’s mission and goals. Manages and leads all operational examiner education office and training center support activities to ensure the timely and successful implementation and delivery of the course catalogue and course schedule. Assists with identifying educational needs of the agencies, course development activities, implementing course modifications, and identifying methods to evaluate educational activities to meet agency objectives. Provides routine input to higher-level officials and stakeholders on training center administration, planning, and program activities including educational, operational, long-term planning, and administrative matters. Provides advice and support to FFIEC leadership, members, representatives on the FFIEC Task Force on Examiner Education (TFEE), and other stakeholders. Provides advice and guidance on the examiner education program, including operational and administrative issues; new strategies, initiatives, and technologies; and externally imposed requirements, as necessary. Presents program material and updates at meetings impacting the examiner education program. Serves as the project manager supporting the accurate and timely submission, in accordance with established deadlines, of all required reporting to the TFEE, Executive Secretary, and FFIEC members. Required reporting includes but not limited to, the following: monthly TFEE meeting agendas and supporting materials; summaries of TFEE meetings; TFEE project status reports; a summary of TFEE activities and accomplishments for the FFIEC Annual Report to Congress; examiner education budget for inclusion in the FFIEC Annual Budget. Provides support and assistance to the Chief in responding to inquiries and requests from the FFIEC members, FFIEC executive secretary, TFEE, other FFIEC task forces, FFIEC member entities, the U.S. Government Accountability Office, Freedom of Information Act requests, and other stakeholders. Serves as the project manager for the development of the examiner education budget request; responsible for coordinating the development of the annual operational resource management strategy and managing day-to-day financial, physical, and human capital resources; and oversees, monitors, and approves the day-to-day processing of financial expenditures and budget performance. Reviews, approves, monitors, and oversees all expenses and purchases during the year. Serves as the primary contact and liaison with the FRB division of financial management staff for FFIEC examiner education financial management matters. Coordinates with the designated contracting officer of the administrative agent to the FFIEC to ensure that examiner education staff complies with all established procurement processes, procedures, and requirements. Collaborates with procurement and legal staff on the development of written agreements including statements of work, requests for proposal, basic ordering agreements, contracts, memoranda of understanding, and interagency agreements and oversees compliance with outstanding written documents and requirements for associated provided services to ensure quality and effectiveness of property, goods, and services. Independently performs full spectrum of staff supervisory duties and career development of all operations and support staff in examiner education. Oversees workloads and assigns tasks in response to the changing requirements of the TFEE and FFIEC stakeholders. Provides training and guidance to operational and administrative support staff and other staff in examiner education as needed. Recommends personnel actions for FFIEC staff in examiner education for approval of the Chief, including: appointment, promotion, and removal; defining the duties of FFIEC positions in examiner education and approving the adjustment of position duties as necessitated by changes in responsibilities and workload; and supervising and directing the activities of FFIEC staff in examiner education. Manages the implementation and effectiveness of all operational and administrative matters in the FFIEC examiner education office. Initiates, monitors, and maintains appropriate management, quality controls, and written operational procedures. Qualifications

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
