This is a temporary assignment (Detail or Temporary Promotion) with the FFIEC Examiner Education Office. The Chief, Examiner Education directs, oversees, and manages all aspects of the FFIEC examiner education program to ensure timely and effective development and delivery of cost-efficient, state-of-the-art, interagency training programs that support the experienced examiners and other professional staff.
The Cohort assignment for this position is B, which reflects a salary cap of $270,000.
Duties
Manages the implementation and effectiveness of the FFIEC examiner education office in meeting the examiner education needs of the FFIEC member entities. Initiates, monitors, and maintains appropriate management, quality controls, and recordkeeping proportionate to the identified need and requirements, and provides senior management with critical information for decisional purposes as needed.
Manages the FFIEC examiner education program for examiners, and other professional staff by developing, implementing, monitoring, and evaluating educational activities across a broad range of subject matter. Identifies the educational needs of the FFIEC member entities, conducts program and course development activities, and identifies and implements program and course modifications when necessary to meet FFIEC member entity objectives.
Leads efforts to solicit agency input and recommend areas of post-commissioned training. Solicits areas of commonality from FFIEC members to encourage interagency exchange and sharing of resources. Reports to the TFEE on training quality and requests and secures FFIEC member entity participation and support on any program changes. Monitors and evaluates examiner training program’s performance. Conducts internal and continual review through meetings with the TFEE, TFEE members, interagency working groups, and with assessments from other FFIEC staff. Provides input on all aspects of training center administration, planning, and program activities including educational, operational, long-term planning, and administrative matters. Oversees and provides guidance to the interagency program development process.
Provides authoritative advice, consultation, and support and serves as a resource person to FFIEC leadership, members, representatives on the Task Force on Examiner Education (TFEE), and other stakeholders. Provides advice and guidance on the examiner education program and subsequent impacts, including strategic and operational issues; new strategies, programs, initiatives, and technologies; and externally imposed requirements, as necessary. Presents program material and updates at meetings impacting the examiner education program.
Responsible for overseeing the development of the annual calendar-year examiner education budget and resource management strategy in accordance with established deadlines. Responsible for presenting the recommended budget to the FFIEC executive secretary for review and to both TFEE and FFIEC members for review and approval.
Responsible for the financial resources of the FFIEC Examiner Education Office and program including delegated responsibility and authority for administering the annual calendar-year examiner education budget (As of 2023 currently $6.7 million).
Coordinates with the designated contracting officer of the administrative agent to the FFIEC to ensure that the FFIEC examiner education staff complies with all established procurement processes, procedures, and requirements. Collaborates with procurement and legal staff on the development of written agreements including statements of work, requests for proposal, basic ordering agreements, contracts, memoranda of understanding, and interagency agreements, and oversees compliance with outstanding written documents and requirements for associated provided services to ensure quality and effectiveness of property, goods, and services.
Delegates responsibility and authority for recommending personnel actions for FFIEC staff in examiner education, only with the review and approval of the executive secretary, including appointment, promotion, and removal; defining the duties of FFIEC positions in examiner education and approving the adjustment of position duties as necessitated by changes in responsibilities and workload; and supervising and directing the activities of FFIEC staff in examiner education.
Independently performs the full spectrum of staff supervisory and managerial functions in the management of the daily activities and career development of all FFIEC staff in examiner education. Serves as supervisor for the manager of examiner education and senior program administrators (and other positions that develop and deliver training as needed). Supervises workloads and assigns programs in response to the changing requirements of the TFEE and FFIEC stakeholders. Provides training and guidance to new senior program administrators or other staff in examiner education.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
