The primary purpose of the position in to assist the Regional Contract Specialist develop, prepare and issue solicitations; evaluating proposals, develop contracts, contract revisions, conducts pre-proposal meetings, and perform contract administration to ensure contractor compliance with terms and conditions of contracts awarded in support of the Fleet and Family Readiness programs of all Navy installations in the United States Southeast Region.
Duties
Responsible for assisting the Regional Contract Specialist perform all aspects of contracting transactions from initiation to recommendation of award for the procurement of supplies, equipment, materials and services within contract warrant authority, and in compliance with the appropriate NAF/APF Procurement Policies and Procedures.
Review requisitions and determines appropriate method of procurement, e.g. Government credit card small open purchase, blanket purchase agreement (BPA), request for quotation (RFQ), request for proposal (RFP), delivery order, federal supply schedule, sealed bid and negotiated contract. This includes citing the NAF/APF authority in determinations and findings reports prepared for signature and approval of the Regional Procurement/Contracting Specialist when procurement is by negotiation. Advises requesting departments of alternate sources of supply and alternate supplies, equipment and services available.
Responsible for assisting the Regional Contract Specialist develop contract plans by reviewing previous history, market conditions, and specifications or technical data packages. Determines adequacy and completeness of description that involves research of various manuals and catalogs, or discussions with manufacturer's representatives or requisitioning sources to identify and initiate any corrective actions required.
Responsible for assisting the Regional Contract Specialist prepare and issue solicitation documents. Compiles bidders' list from qualified bidders', knowledge of suppliers, contacts with trade associations, Small Business Administration or other sources. Ensures justifications are well documented and comply with requirements set forth in applicable NAF/APF instructions. Schedules site visits and/or pre-bid proposal conferences.
Responsible for issuing any amendments resulting from visits and/or conferences that require clarification of specifications, terms and/or conditions.
Responsible for assisting the Regional Contract Specialist perform cost/price analysis evaluations, negotiations and awards contracts.
Responsible for assisting with the development and selection evaluation criteria and establishment ranking factors. Assists with the detailed analysis of bids or proposals received. This includes ensuring strict compliance with specifications on advertised procurements and recommending award.
Responsible for assisting the Regional Contract Specialist ensure that all actions resulting in solicitations, contract awards and/or modifications that meet Bureau of Naval Personnel Instruction (BUPERSINST 7043.lB) requirements are presented to and approved by the Contract Review Board. Assist with monitoring all contracts that are awarded for contractor compliance to avoid interruption in service or delays in starting a new program, minimizing protests, claims, modifications and/or termination for default or convenience.
Responsible for assisting the Regional Contract Specialist perform final close out of contracts upon completion of service or equipment delivery and acceptance has been accomplished.
Responsible for assisting the Regional Contract Specialist resolve problems concerning obligations of contracts, invoice disputes, confusion resulting from site visits and/or conferences.
Responsible for assisting the Regional Contract Specialist prepare and maintain contract files, maintaining contract logs, ensuring required insurance certificates are current, requesting the necessary base access for contract completion.
Responsible for obtaining the Electronic Funds Transfer information from all contractors and for processing the information through the vendor process, and for verifying site information, special project and special event information.
Exercises tact, good manners and courtesy when serving and assisting patrons. This will be expressed by tactfully responding to patron inquiries and assisting in a prompt and friendly manner.
Performs other related duties as assigned.
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.

- May be required to pass pre-employment examinations.
- Must provide proof of U.S. Citizenship or U.S. National.
- A valid State driver's license is required to operate motor vehicles.

One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.
Specialized experience must demonstrate the following:
The employee must have a comprehensive knowledge of the Navy's Non-Appropriated fund and appropriated procurement practices.
Must also have a basic understanding of the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulations (OFAR) as they pertain to appropriated procurements for activities associated with Quality of Life and Physical Readiness Programs.
Incumbent must have a professional understanding of the competitive basis for all NAF contracting and a clear understanding of the contract process associated with NAF procurement.
The incumbent must understand the importance of the requirements of the contract process and their relationships to each other, beginning with a purchase request through the solicitation, evaluation, award, delivery, and payment for the specific goods or services purchased.
Incumbent must have the ability to review purchase requests for the purpose of determining which procurements are authorized as an appropriated fund purchase and which, by their nature, must be Non-Appropriated.
Employee must also be able to analyze various bids to determine if they are in accordance with regulations, and that the contract award is the most favorable for the NAF activity.
Position requires considerable tact as well as tenacity to ensure that the procurement request is accomplished to the satisfaction of the requesting manager and that the proper regulatory processes are followed.
Incumbent must have the ability to independently resolve complex issues resulting in the completion of a purchase.
