About the Position: Serves as a technical consultant and acts as point of contact on questions concerning regulations, policies, practices, and theories as they pertain to military personnel management programs such as officer/enlisted promotions, evaluations, military retirements and leave programs. Responsible for management of military personnel functions. Participate in staff meetings providing input pertaining to issues related to Human Resource activities within the Soldier Recovery Unit.
Duties
Reviews, examines, evaluates, and analyzes Department of the Army publications and MILPER messages associated with Military Personnel Management to determine their applicability and impact on personnel services within Troop Command.
Oversees the military leave program and ensures distribution is picked up and delivered to and from the installation finance and military personnel directorate.
Serves as a point of contact for promotion and evaluates actions policies and procedures.
Composes information and decision papers, memorandums, and messages.
Monitors unit personnel accountability reports.
Conducts directed Personnel Asset Inventory.
Processes soldiers in and out of units.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is a Term position scheduled to last three years. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience equivalent to the GS-07 level in the Federal service which includes accessing automated personnel database systems, similar to Electronic Military Personnel Office (eMILPO), to update military personnel records AND preparing military personnel documents for signature. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
