Duties
This announcement is open to All U.S. Citizens reside or are currently employed in the Washington, DC local commuting area, which includes the entire area within the boundaries of Washington, DC; the Maryland counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, St. Mary's, and Washington; and the city of Baltimore and all cities in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above; the Virginia counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford; and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties; Adams County in Pennsylvania; Morgan, Berkeley, and Jefferson counties in West Virginia.
As a SUPERVISORY SMALL BUSINESS SPECIALIST you will be responsible for the following duties:
- Serve as a Small Business Specialist working with the Agency's Program and Acquisition offices to conduct market research, develop acquisition and contracting strategies, assist in writing solicitation language, participate in Source Selections, and assist in Post Award oversight to ensure small businesses are utilized to the maximum extent practical on Agency contracts.
- Serve as a back-up for the Small Business Office Chief when necessary.
- Advise and assist Program Managers (PMs) and Functional Managers (FMs) and other related Officials in the development of strategies to ensure maximum participation in Prime and Subcontracting opportunities for the following socio-economic categories: Small Business (SBs); Small Disadvantaged Business (SDBs); Women Owned Small Business (WOSB) Historically Underutilized Business Zones (HUBZone); Service Disabled Veteran Owned Small Business (SDVOSB).
- Ensure SB's receive payments under their contracts, late payments, interest penalties, or information on contractual payment. Monitors performance of contracts supporting the Offfice of Small Business Programs & Industry Engagements office.
- Ensuring performance is consistent with established policies, procedures, and contractual requirements. Provide input on that performance to the appropriate Agency Contracting Office Representative or Contracting Oofficer.
- Participate in outreach events with industry including individual meetings, conferences, seminars, training events. Assist with planning and conducting DCSA Small Business training events.
- Review, track, and report metrics related to Small Business Programs.
- Support the performance of functions and duties in Sections 8 and 15 of the Small Business Act FAR 19.201 and DFARS 219.201 with supervisory assistance.
- Conduct training regarding Small Business Programs and serve as the Vendor liaison between industry and DCSA which entails providing instruction to potential bidders on how to do business with the government, setting up vendor meetings and coordinating Vendor/Industry days.
- Assess, evaluate, and review Acquisition Strategies to ensure Small Businesses are afforded maximum opportunities to compete for Federal Contracts.
- Participate in DoD OSBP Working Groups.
- Assist in writing solicitation language, participate in Source Selections, and assist in Post Award oversight to ensure small businesses are utilized to the maximum extent practical on Agency contracts.
- Review and analyze proposed legislation, executive orders and other Agency rules that affect Small Businesses.
- Assist with planning and conducting of DCSA SB Outreach Program, Subcontracting Oversight Program, Socio-Economic Goaling Program, and Market Research. This includes publishing newsletters and other media to educate SBs on doing business with DCSA and maintaining a directory of SBs with skills and capabilities needed by DCSA; and training DCSA personnel on the Electronic Subcontracting Reporting System (ESRS) process, monitoring the subcontracting performance of DCSA large business prime contractors, and utilizing various automated tools to conduct market research.
- Assist in the development and drafts DCSA SB publications and policies; develop and maintain a database of Industry partners; conducts market research, respond and advise small businesses on DCSA Small Business outreach initiatives (e.g., programs, events, and forums) and procurement opportunities.
- Review and analyze trends in performance concerning the awarding of contracts and subcontracts to Small Business concerns, including statistical and narrative analysis on Small Business programs, goals, achievements, and provide recommendations as appropriate.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: experience with procurement, contracts, and acquisitions to develop, supervise, and recommend new and/or more efficient and effective policies, modes of operations, requirements, and programs in meeting goals and objectives; and program and policy management to determine the cost effectiveness of business processes, organizational alignments, IT initiative, or policy development and alternatives.
