This position is located in the Drug Enforcement Administration (DEA), San Francisco Division, San Jose Resident Office, Diversion Group, San Jose, CA. This position(s) primary purpose is to serve as a Registration Program Specialist (Diversion) which is the key resource office level with multi-state jurisdictions, for all registration applicants authorized to handle drug in accordance with the Controlled Substance Act (CSA).

As a your typical work assignments may include: Serving as the registration representative and sole point of contact for the license registration program in a geographic region. Reviewing all registration transactions to verify the internal control process has been followed, such as examining all registration transactions and rejecting those not completed in compliance with agency standards and other applicable laws, rules, and regulations. Maintaining liaison by phone and correspondence with state licensing boards and registration agencies. Conducting complex searches and queries, using a variety of law enforcement, compliance, and/or inspection databases or data files related to these activities, both internal and external to the agency. Responding to a variety of questions related to findings that originate from the registrant community.

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-05. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience for this position includes: GS-07: Must have one (1) year of specialized experience equivalent to at least the GS-05 level or pay band in the Federal service that includes performing the following duties: 1) reviewing documentation for omissions and inconsistencies; 2) searching databases to collect information; 3) assisting with analyzing information; and 4) generating reports. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-07 level may be met by completion of one (1) full academic year of graduate level education. -OR- SUPERIOR ACADEMIC ACHIEVEMENT: Education that meets at least one of the following requirements for superior academic achievement: 1) class standing in the upper third of the graduating class in the college, university, or major subdivision based on completed courses; 2) grade point average of 3.0 or higher out of a possible 4.0 as recorded on the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; 3) grade point average of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR 4) election to membership in a national scholastic honor society listed by the Association of College Honor Societies. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirement. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. GS-09: Must have one (1) year of specialized experience equivalent to at least the GS-07 level or pay band in the Federal service that includes performing the following duties: 1) preparing reports and correspondence; 2) interpreting and advising on regulations, agency rules or standards; 3) analyzing information; and 4) identifying and resolving issues or problems. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the GS-09 level may be met by a Master's or equivalent graduate degree or two (2) full academic years of graduate level education leading to such a degree or a LL.B or J.D. degree, if related. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: Database Management SystemsOral CommunicationProblem SolvingWriting Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
