This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Financial Management Analyst for the Resource Management Division of the United States Corps of Engineers, South Atlantic Directorate Office in Atlanta, GA.
Duties
Responsible for receiving customer orders from various organizations which requires close coordination with operating officials from other Corps activities, higher headquarters, military installations, and other government and state agencies.
Provides technical expertise and guidance on all Plant Replacement and Improvement Program assets to operating officials and counterparts at Headquarters (HQ), five subordinate districts and other federal agencies.
Serves as the liaison between Headquarters (HQ) and the region to ensure all proper funding/Plant Replacement and Improvement Program procedures are in place to execute the program.
Detailed knowledge and skills in applying the principles, practices, and methods of budget execution to determine whether obligations, expenditures, and requested allotments are within funding limitations of the approved budgets.
Prepares a variety of reports covering estimated and actual status of regional funds, expenses, and obligation, and nominal balances as required by the South Atlantic Division, and/or Headquarters.
Assists in the preparation and periodic updating of budget reports by gathering, analyzing, and consolidating budgetary data.
Ability to perform analytical surveys, reviews and studies of District/Regional business and financial systems and processes.
Provide assistance in the implementation of new financial systems and modifications to existing systems.
Analyze budget and funding issues using financial tools and metrics to provide recommendations to leadership.
Reviews work for compliance with agency and departmental budgetary policies and objectives.
Interpret general statutory and regulatory guidelines in order to provide sound fiscal advice on the overall financial operations.
Analyze financial input generated by other organizational elements for compliance with appropriations laws, Chief Financial Officers Act, public laws, and other regulatory guidance.

- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designation requiring in the allotted time frame.

Specialized Experience: One year of specialized experience which includes: Providing professional financial services in budget formulation, budget justification, budget execution, funds controls, and the coordination of projects schedules and budget; Independently applying analytical and evaluative methods and techniques to interpret accounting data, financial reports, processes and financial systems; Providing technical financial expertise to assist in the design, implementation and assessment of operating systems, procedures, or internal control processes.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
