The Southern Arizona Health Care System (SAVAHCS) is actively recruiting for a Physical Security Specialist (Uniformed), Police Service in Tucson, AZ and serves as a non-uniformed Physical Security Specialist providing services on behalf of the VHA, PCS, including assisting in managing the Security Program for the Southern Arizona Health Care System which ensures that individuals requiring access have been vetted.

Duties

This is accomplished through crime prevention activities, typical law enforcement actions, emergency response capabilities, special training and tactics, weapons, and equipment and systems utilization. Evaluates risk and develops procedures and physical security measures designed to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage and theft. Ensures security requirements and appropriate safeguards, cameras, and panic and intrusion alarms are implemented. Monitors and evaluating existing and planned security projects to ensure timely and quality service conforms to statutory, contractual, and technical requirements. Collects information and preparing reports on the facility's compliance with VA operations and regulations. Conducts system audits and evaluates reports of alleged security violations. Performs law enforcement assignments to prevent or resolve offenses. Initiates appropriate actions to pursue and apprehend offenders who are leaving the scene of a crime or who attempts to resist arrest. Performs bomb search functions as required by coordinating such search activities with local bomb squad. Conducts full investigations over prolonged periods. Performs search and seizure for evidence to develop case information. Establishes, develops, and maintains effective working relationships with other staff offices. Attends security meetings to gather and share new/changed security program information with security personnel. Develops documents, spreadsheets, graphs, reports and presentations using various automated systems and software packages. Ensures physical security surveys are followed up promptly. Performs related duties as required. Work Schedule: Compressed/Flexible Schedule. Candidates must be willing to work weekends, irregular work hours and extended hours if determined by the needs of the service. Furthermore, candidates must be willing to be placed, detailed, or temporarily assigned to other related services and/or locations, if necessary. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience/Education: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides physical security, audits and/or evaluate reports and develop security related document; Basic principles, knowledge, practices and techniques in physical security and/or vulnerability assessments; developing, administering and managing a physical security program and the installed systems; provide guidance, advice and recommendations to senior management officials on physical security programs; conduct vulnerability assessments/surveys throughout the medical centers; conduct investigations; armed and disarmed intrusion detection systems, duress alarms, classified pharmaceuticals and/or money vaults/safes special locking devices and hardware; utilized physical security equipment and devices; wrote policy; served on board and/or committees. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of a Physical Security Specialist. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education to the above experience or education requirements. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license. Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires full use of extremities, normal hearing, and vision to conduct on-site security surveys, inspections, and assessments. The duties require prolonged standing, walking, crouching, bending, lifting, reaching, pushing, stooping, and climbing stairs and ladders indoors and outdoors. Working Environment: On-site surveys, inspections, and assessments require exposure to a wide variety of working elements, both indoors and outside, general and specialized office space. Clothing is subject to being soiled when checking basements, crawl space, attics and other similar areas. Wearing of safety clothing and equipment when in construction or industrial areas is required.
