The primary purpose of this position is to serve as the program specialist for the Commandant of Cadets' and Cadet Operations Management Planning Admissions and Support System (COMPASS); which supports the personnel and student information system for 4,400 Students and 300 staff members, commanders and supervisors working for the Commandant of Cadets.

Duties

Analyzes complex operational and tactical processes and/or a variety of unusual problems, questions, or conditions relative to employment of COMPASS in support of the Commandant of Cadets' related mission activities. Determines requirements, recognizes and analyzes trends and provides training, instruction and orientation services. Performs COMPASS analysis, testing, trouble shootings, and corrects system and application discrepancies. Performs miscellaneous special projects and staff work.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS- 11 or equivalent in other pay systems. Examples of specialized experience include: (1) knowledge of complex Student Information Systems (SIS) analysis and applications concepts, functions, techniques, and ensure successful integration with existing and anticipated infrastructure and the operational environment; (2) knowledge of SIS application and systems development life cycles, including systems documentation, system requirements and techniques, systems analysis, human resource, information administration, systems integration, and testing; (3) knowledge of a wide range of SIS development and analysis techniques, requirements, methods, sources, and procedures, including familiarity with approaches used by organizations in other agencies, universities and private sector to accomplish a variety of assignments designed to provide organizations with improved business practices; (4) in-depth knowledge of SIS and human resource management systems and applications technology to troubleshoot and identify issues with information sharing and program access, and to measure system performance and/or extend operating system capabilities to support related mission activities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Enterprise Resource Planning and Student Information Systems (SIS) related to Higher Education and Program analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging security methods and principles, the feasibility of proposed new systems and SIS applications, and to design, write, test, debug, and maintain information systems/applications and to ensure successful integration with existing and anticipated infrastructure in the information and student data management environment. 2. Knowledge of governing directives that oversee operational control, management and dissemination of personnel/human resource data and student information systems access. 3. Knowledge of Student Information Systems and applications technology and support principles to isolate, receive, respond to, and ensure complete resolution of problems between multiple systems and programs and to measure system performance and/or extend operating system capabilities to support organizational business processes. 4. Knowledge of information systems management requirements and Student Information Systems software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed. 5. Ability to effectively communicate via both oral and written means to large and diverse audiences to include Senior Leadership and staff members. 6. Ability to lead teams through project management methods involving system testing, integration, program enhancements and training. Ability to build and maintain complex end user training modules, lesson plans, briefings and provide advanced end user training sessions to a wide range of end users via both in-person and virtual training venues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
