This position is part of the, African Development Foundation. The incumbent will lead and direct administrative services related to the implementation and operations of all aspects of USADF's grant program and associated staff in assigned East Africa/Southern Africa (EASA) regions and carries out USADF representation duties as assigned domestically and overseas.
Duties
Develops, integrates, and communicates regional program strategies and work plans in assigned area of responsibility consistent with Agency strategic planning and approval by the director.
Adjusts staffing levels or work procedures to accommodate resources allocation decisions made that support effective grant and cooperative agreement management.
Develops and implements improved work methodologies, practices and procedures to produce and track program results and impact.
Oversees the development of technical data, estimates, statistics, suggestions and other information useful to higher level managers in determining which goals and objectives to emphasize.
Develops and recommends annual budgets for operations in the assigned region and assures the budgets are executed according to plan.
Provides leadership and direction of staff resources within the assigned region to assure that Agency objectives are achieved, and standards and policies are maintained.
Attends and represents USADF in meetings, conferences, and other formal meetings involving officials from the U.S. Government, African governments and communities, foreign donors, and private industry.
Qualifications
At the GS-13 level, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience includes: developing, communicating and integrating the regional portfolio plan and ensuring alignment with an organizational strategic plan, mission, vision and values; implementation and management of program operations by directing management strategies, and developing and implementing improved work methodologies, practices and procedure to produce and track program results and impacts; developing and recommending annual budgets for operations in the assigned region and assuring the budgets are executed; performing economic development techniques and the issues affecting small marginalized cooperative, communities groups and Small and Medium Enterprises and micro-enterprises; and developing methodologies and the principles of sustainable grant select, design and monitoring analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of field operation programs and the Federal grants management processes.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
A written test is not required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
