The primary purpose of this position, SAFETY AND OCCUPATIONAL HEALTH MANAGER, GS-0018-12, is to manage a diverse aviation safety program, and perform work in a broad range of flight safety program elements, such as inspections/surveys, evaluations, mishap investigations and safety training.

Duties

-Manage investigation process for the Air Force Life Cycle Management Center at multiple geographically separated units with widely differing missions and organizational structures, as well as Outside Continental United States (OCONUS) operations. -Perform a broad range of safety duties in one or more areas for flight safety and occupational health. -Manage inspection and evaluation program for the Air Force Life Cycle Management Center flight programs at multiple geographically separated units with widely differing missions and organizational structures, to include Financial Management System (FMS) programs and acquisitions. -Develop specialized operating practices, modifying or departing significantly from standard techniques when necessary, based on interpretation of policies, standards, and regulations applicable to flight safety across the Air Force Life Cycle Management Center. -Develop and provide technical safety training/instruction to supervisors, employees, civilian pilots and researchers through community outreach efforts and/or safety managers on a wide range of flight-related work operations.

  • SECURITY CLEARANCE: INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN A SECRET LEVEL SECURITY CLEARANCE AS A CONDITION OF EMPLOYMENT.
  • Incumbent may occasionally be required to be in an on-call status outside normal duty hours or on holidays.
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR Safety and Occupational Health Management Series 0018; group standard - Administrative and Management Support Positions. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. SPECIALIZED EXPERIENCE: Applicant must have one (1) year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band or equivalent. Specialized experience is described asthe following - Managing safety or occupational health program elements; Developing and recommending safety and occupational health policy to higher levels of management; Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of complex safety principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the installation safety program; aviation safety practices, the requirements, methods, and techniques of accident/mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of safety risks. 2. Knowledge of basic safety construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards. 3. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. 4. Skill in conducting mishap investigations; analyzing and evaluating hazardous conditions; preparing reports and recommendations and addressing risk assessment methods and techniques for safety code compliance. 5. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities, runway environment, and hangars. ADDITIONAL INFORMATION: *PHYSICAL EFFORT: Work requires regular and recurring physical exertion related to frequent onsite inspections and surveys requiring considerable standing, walking, climbing, bending, crouching, stretching, reaching, or similar movements. Occasionally, there may be a need to lift and carry moderately heavy objects. The work may require some degree of agility and dexterity when it involves inspecting runways, facilities, and/or construction sites. *WORKING CONDITIONS: Work involves regular and recurring exposure to hazards, unpleasantness, and discomforts such as runway environment, moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, and high temperatures from steam lines, and the tarmac environment. Protective equipment and clothing may be needed, including, but not limited to, hard hat, appropriate safety shoes, ear muffs or plugs, goggles, respirators, and gloves. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
