The primary purpose of this position is to manage a diverse aviation safety program and perform work in a broad range of flight safety program elements, such as inspections/surveys, evaluations, mishap investigations, and safety training.
Duties
DO-0018-02:
Manages investigation, inspection, and evaluation process/program for the Air Force Research Laboratory at multiple geographically separated units with widely differing missions and organizational structures, as well as OCONUS operations. Plans and carries out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, and cases of occupational illnesses covering a wide range of work operations and conditions related to flight operations across Air Force Research Laboratory (AFRL).
Acts as a key interface to higher-level leadership for the approval of flight tests, both prior to the first program flight and following a mishap requiring programmatic changes. Reviews flight safety plans/programs and reviews local directives and procedures establishing technical and administrative safety and occupational health requirements for flight safety activities including the Bird/Wildlife Aircraft Strike Hazard and Mid-Air Collision Avoidance programs, as well as Test and Evaluation processes and unmanned systems.
Performs periodic inspections, evaluations, and surveys of facilities, equipment, and operations; and identifies deficiencies in the program and variances using a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to determine compliance with occupational safety and health regulations.
Develops specialized operating practices, modifying or departing significantly from standard techniques when necessary, based on interpretation of policies, standards, and regulations applicable to flight safety across the Air Force Research Laboratory.
Develops and provides technical safety training/instruction to supervisors, employees, pilots, Unmanned Aerial Vehicle (UAV) operators, and researchers through community outreach efforts and/or safety managers on flight-related work operations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions to include the Individual Occupational Requirements (IOR) for the DO-0018, SAFETY AND OCCUPATIONAL HEALTH MANAGER series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Education
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Specialized Experience (for positions above GS-5):
Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

Certificates
Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.

SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade, DO-01/GS-11, or equivalent in other pay systems. Examples of specialized experience include comprehensive knowledge of regulations, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health duties in one or more specific areas of safety and occupational health (e.g., identifying, evaluating, and controlling a wide variety of industrial hazards related to the full range of work operations), aviation safety practices, and knowledge of the requirements, methods, and techniques of flight mishap/accident investigation, analysis, resolution of routine safety problems, and reporting procedures
